FREEZE ON THE FILING OF FORMS 301, 314 AND 315
Because the U.S. Court of Appeals has issued an Order
staying the effectiveness of the new media ownership rules
adopted by the Commission on June 2, the FCC has established a
freeze, effective immediately, on the filing of all applications
using FCC Forms 301, 314 or 315 that involve commercial stations.
The freeze also applies to amendments (commercial stations) that
require the use of these forms.
The Media Bureau is expected to issue a Public Notice in the
near future providing further information.

A COMPENDIUM OF FCC-ISSUED CITATIONS NOW ON THE WEB
The FCC has started publishing Citations - Notices of
Violation (NOVs) and Notices of Apparent Liability (NALs) -
on the web.
Keep in mind that some of the items may have been modified
or rescinded at a later date; we have no way of knowing.
Nevertheless, the posted material gives a good overview of
the day-to-day workings of the Enforcement Bureau and makes
fascinating reading. Thanks to John Reiser, FCC retired,

THAT 1680 KHZ MYSTERY STATION IS ALIVE! (CGC #590)
Hey guys, you're right! Something is funny on 1680 AM. The
signal comes in fine all over Long Beach's East side to CSULB.
I've heard it running an Internet feed from KPRC 950 AM in
Houston. I could hear the codec swishing, buffering, and spot
break pauses.

IS THE 1680 SIGNAL RELATED TO A SIGNAL ON 104.7?
I've been listening to the 1680 station and was kind of
surprised when they did not do a legal ID. The station is/was
running a satellite feed. Also, I'm hearing another signal on
104.7 in the El Segundo area - very strong at Rosecrans and
Aviation - that has been broadcasting the same satellite feed as
on 1680. It does seem that I get the best signal on 1680 in the
same general vicinity as that on 104.7.

toward LAX, the signal faded into the noise, replaced by a

KAVT REALLY IS AUTHORIZED FOR 1680, NOT 1630 KHZ
I've been hearing Radio Disney's nighttime signal from Fresno
for years on 1680 from my listening location in Los Angeles.
This week's CGC emails indicate that a typo existed in the FCC's
AM database for the Fresno station (KAVT), showing it on 1630
rather than its authorized operating frequency of 1680 kHz.
If you were confused by the 1630 kHz posting, you weren't
alone. Fortunately, some FCC staff members read last week's
CGC Communicator, and promptly investigated the matter and=20
corrected the erroneous KAVT posting. We understand that Kim
Nguyen and Son Nguyen did the actual verification work to=20
straighten things out, and we are always happy to give credit
where credit is due.
Again, the KAVT FCC posting has been fixed. KAVT is (and
always has been) on 1680 kHz, and their signal is heard in the
greater Los Angeles area at night. The 1680 pirate is mainly
(or exclusively) a daytime phenomenon.

A QUERY ABOUT THE "BURNING MAN" FESTIVAL STATION ON 94.5 FM
I'm wondering about whether or not a temporary event station at
Gerlach, NV for the Burning Man Festival was licensed. They claim
that the FCC and BLM (they were transmitting from BLM land) had
granted them permission to broadcast. However, the station was
not giving any legal IDs, referring to itself as "BMIR."

THE DEMISE OF THE KCBQ(AM) SIX TOWER ARRAY
All six KCBQ towers (are) now on the ground early this Monday
afternoon.... end of an era.

[KCBQ was San Diego's Big Rocker in the 60s; it owned the
market. Now, with its transmitter site sold to make way for
commercial development, it was inevitable that the towers would
come down.

Of the three riggers who died in last week's WAAY(TV) tower
collapse in Huntsville, AL, one was from Tucson: 35 year old

CD sales continue to drop as music downloads from the
Internet gain popularity. CD sales dropped 9% from 2001 to
2002 according to Nielsen SoundScan (via Radio World).

FINDING THE HIDDEN TRANSMITTER
"Stuck microphones" occasionally jam radio repeaters and
amateur radio repeaters are no exception. When an unmodulated
carrier blocked the input to a southern California ham repeater
on Labor Day, amateurs swung into action to find the culprit.
The following chart shows the results of various direction
finding bearings as amateurs closed in on the unwanted signal.
Typically, direction finding activities rely on low-gain
beam antennas (e.g. 3-elements) to smooth out multipath effects.
When the signal is very strong, it can be knocked down with pads,
or the receiver can be tuned off-frequency to accomplish the
same thing.

FRENCH GOVERNMENT'S BAN ON THE WORD "E-MAIL"
The word "e-mail" is to be banned from all French government
ministries, documents, publications and Web sites, and the word
"courriel" is to be used instead - this by decree from the French
General Commission on Terminology and Neology of the Ministry of
Culture (seriously).
Courriel is reportedly a contraction of the words "courrier
electronique." Looks like the French language police are once
again attempting to stem the incursion of English words into the
