  ACCESS TO FCC'S BROADCAST ENGINEERING FILES SUSPENDED

  The FCC Reference Center, Room 239, 1919 M St., NW,
Washington, DC, has temporarily suspended public access to
broadcast engineering files and overnight requests for station
correspondence.

  The suspension is caused by the relocation of the Mass Media
Bureau (MMB) to the Portals II building.  Once the MMB move is
complete, on or about February 22, 1999, public access will

  INTERNATIONAL BUREAU CREATES ON-LINE SERVICE

  The FCC's International Bureau has created a pilot
on-line service which provides certain reports and allows some
applications to be filed electronically.  Of particular interest
to broadcasters and cable companies is satellite earth-station

  FCC CLOSES PIRATE STATION IN PALM BEACH GARDENS, FLORIDA

  The FCC, in conjunction with the U.S. Marshals Service and
the United States Attorney's Office, seized radio transmission
equipment used in the operation of an unlicensed FM radio station
in Palm Beach Gardens, Florida, on January 15, 1999:

  MT. WILSON WEB CAMERA: STUCK

  A few readers have mentioned that the web camera atop the
Mt. Wilson 150' solar tower is stuck on an old image taken at
dusk.  That should be fixed soon.  If the image sticks again,
call the solar tower directly and let 'em know.  Their number
is (626) 440-1119.  It is best to call after 1 p.m.

  The camera is currently pointed toward the San Gabriel Valley
as part of an air pollution study, but terrain on Mt. Wilson is
visible.  This allows folks to get an idea of the snow conditions
before driving to the mountaintop.  The direct address for the

  A remote controlled camera pan assembly is planned for
installation soon.

  RULE MAKING NUMBER ASSIGNED TO ARRL LF REQUEST

  The FCC has assigned number RM-9404 to a rulemaking petition
from the ARRL aimed at creating new low-frequency amateur
allocations at 136 kHz and 160-190 kHz.  The League has proposed
permitting CW, SSB, RTTY, data, and image emissions for amateurs
in a 2.1-kHz sliver band from 135.7 to 137.8 kHz and in a 30-kHz
segment from 160 to 190 kHz.  The 135.7 to 137.8 kHz band adheres
