  INSIDE AN UNDERCOVER FCC VAN

  Find out what it's like to ride inside an undercover FCC

  By the way, the San Diego SBE March 17 meeting will feature
the FCC's EMU (pronounced "E-moo") vehicle.  The EMU is used
primarily for radio and TV broadcast measurements, and microwave.
It is not an undercover vehicle like the one Marv describes,
but it is loaded with complex measuring gear.  Keep your eyes
open for details on that event.

  89.9 MHZ IS ON THE AIR FROM SAN MIGUEL MOUNTAIN

  Mike Tosch, CE of KPBS-FM, confirms that K210CL (89.9 MHz) is
on the air from San Miguel Mountain in San Diego.  The coverage
is good - just as you'd expect from a 10 watt TPO transmitter and
a 2600' AMSL antenna (directional) using circular polarization.

  Mike writes, "Tom Oaklund, KPBS Transmitter Supervisor, saw
the station being installed on Friday 2/19/99.  The installer
said it (would) be on the air that day."  K210CL carries the same
religious programming as KLVJ, 100.1 MHz, Julian.  Watch next
for an 89.1 MHz translator signal to light up from San Miguel.

  ENJOY THE "NEW AND IMPROVED" MT. WILSON TOWERCAM

  A new internet towercam has been installed atop the 150' solar
observatory tower on Mt. Wilson thanks to the efforts of Larry
Webster and the staff at the solar tower.  The high resolution
images are exquisite.

  Larry informs us that a webpage which describes (and has
pictures of) the towercam is being constructed now and should
be up sometime this week.

  In advance:  The camera is a Kodak DC-120 ($400).  It is
enclosed in a Pelco heated/cooled camera enclosure ($200) and
mounted to a consumer-type antenna rotator from Fry's ($50).  The
software which runs the affair is VM95 from Erdman Video Systems
($495).  The computer is a Pentium-powered desktop connected to
the internet via a T-1 line.  Enjoy the camera action at:

  ERECT AN ANTENNA TOO HIGH - GET FINED - GET FINE REDUCED

  The FCC has reduced to $4,000 a fine levied against
Hoosier Broadcasting Corp., Lebanon, ID for operating an antenna
at a greater height (53 meters) than was authorized by the
station's construction permit authorization (25 meters).

  LOS ANGELES EAS TEST - LARGELY A SUCCESS

  The February EAS RMT was originated according to plan.  That's
two in a row!

  Those stations who relayed the KNX (signal) did experience a
condition where the first four words were "clipped."  This has
been traced to the EAS device at KNX doing something bad.  The
glitch has been reported to the manufacturer and should be
cleared in time for the March test....

  I heard about (Andy's unfortunate death) while on a working
vacation in Hawaii.  In fact, I was working on some stations that
Andy had referred to me.  I did not attend his funeral service

was both lucid and sensitive.  FYI the Smithsonian magazine ran a
