  FCC PROPOSAL TO SIMPLIFY AM DIRECTIONAL ANTENNA MEASUREMENTS

  The FCC writes, "We propose in this Notice to eliminate
some of our technical rules and relax others to materially reduce
the regulatory and compliance burdens on AM broadcasters using
directional antennas."  This means simplifications to the Partial
and Complete Proof requirements, among other things.  For a

  NEW FCC FORMS AVAILABLE, INCLUDING FORM 301

  Four new 'streamlined' forms have been released by the
Commission: Forms 301, 314, 315 & 316.  Many open-ended narrative
questions have been replaced with yes-no certifications. Effective
July 15, 1999, applicants MUST use the revised forms.  See:

  SOUTHERN CALIFORNIA'S NEWEST PIRATE IS ON 98.7 MHZ

  This pirate is out in the high desert about 20 miles ENE
of Barstow at the Harvard Road exit for Interstate 15.  The
station plays a loop tape promoting Lake Dolores, and broadcasts
in monaural.  The engineer who discovered the signal copied it
a good 10 miles past the Harvard exit while on his way to Las
Vegas (on a work assignment, mind you).  The incident has been
reported to the FCC.

  OHIO FM PIRATE FINED $11,000

   In this FCC Decision, the Commission affirms its earlier
Summary Decision which orders Jerry Szoka (owner and/or operator
of "The Grid" nightclub in Cleveland, Ohio) to cease and desist
from operating an unauthorized FM broadcast station, and imposes
a monetary forfeiture of $11,000 for the past operation.  See:

  It appears that the Mt. Wilson "Christmas Party" - the
annual gathering of southern California broadcast engineers -
will take place again this year.  Howard Fine writes,

  ABOUT REPORTING TOWER LIGHT OUTAGES TO THE FAA

  (Burt Weiner's) statement that we should know the location
and bearing to an aeronautical navigation point to report a tower
(light) failure seems a little strange to me.

  Since we have gone to all the trouble to register our tower
so we have one identification for the tower, why should we be
required to provide other information which could be incorrect?
The FAA should be able to do their job from the database in place.

  OPINION NEEDED ON A HARRIS MW-10A TRANSMITTER

  I need a professional opinion on a 1982 Harris MW-10A
transmitter that our religious organization is considering
purchasing ($22,500) for use in El Salvador.  The environment
there is somewhat "hostile," there would be little repetitive
maintenance and AC power can be challenging at times.  Should
we consider this transmitter for that application?  Opinions
on Harris transmitters in general are welcome as well.

  As you know, Best Media recently applied for four FM translator
stations in southern California.  I suspect that the address for
Best (15 E. North Street, Dover, DE 19901) is nothing more than a
drop-box company.  Digging around at http://www.theultimates.com 
yellow pages, I found these businesses listed at the same address:

  FEWER DEATHS FROM ELECTRICITY

  The Consumer Product Safety Council says that thirty-two
percent fewer people were accidentally electrocuted in 1995
than in 1985.  The actual number of electrocutions declined
from 340 in 1985 to 230 in 1995.

  Ten percent of the electrocutions in 1995 were attributed
to mistakes in installing or servicing rooftop antennas.

  IMPORTANT NOTICE FOR HAMS

  If there is ONE thing that you can do this year to support
ham radio, it is to contact your Congressional representative
and ask for their support of "The Amateur Radio Spectrum
Protection Act of 1999" (HR-783).  This bill, if enacted into law,
would in essence prohibit the FCC from taking away ham spectrum
without replacing it with equivalent spectrum.  For details, see:
