FCC LAUNCHES NEW INTERNET HOME PAGE

The FCC has redesigned its homepage to feature a "scrolling
headbar, more colorful and dynamic graphics" and other consumer-
oriented features. The URL is: http://www.fcc.gov/

Since most CGC Communicator readers can probably live without
a large picture of the Portals building and other bandwidth-taxing
features, a better point of entry for day-to-day research is
probably the FCC's excellent plain vanilla Site Map:

INTERIM INSTRUCTIONS FOR ANTENNA STRUCTURE REGISTRATION

The FCC has unleashed new Antenna Structure Registration
procedures as outlined in the last CGC Communicator newsletter.
Further instructions - and 'help information' - may now be found
in this Public Notice released July 1:

  FCC FORFEITURE LOG

The Commission is continuing its quest to issue significant
forfeitures for various rule infractions. For failing to transfer
two microwave licenses to a new owner in Alaska: $8,000. For
failing to renew the license of a Private Land Mobile Radio
Service station in Indianapolis: $5,000. For moving two FM
broadcast studios too far from home: $15,000. For operating a
land-mobile station with an expired license: $8,000. For
carrying ads on a non-commercial broadcast station: $2,500.

RADIO STATION KHYZ(FM), MOUNTAIN PASS, TO MOVE UP A CHANNEL

The FCC is requiring KHYZ, Mountain Pass, to move from
99.5 MHz to 99.7 MHz while retaining its superpower Class B
status (8.4 kW ERP @ 551 m HAAT). The move is part of a
much larger channel jigging. See:

WANTED - A WIRELESS MIC OFFSHOOT

Is there a wireless mic transmitter on the market that
is frequency stable, broadcasts in stereo with good fidelity,
accepts line inputs instead of a mic input and is within the
price range of a consumer? With this device, listeners of web
broadcasts could transmit their computer audio to nearby FM
radios for better fidelity. We even have a client who has
expressed an interest in underwriting the cost of developing
this product, if necessary.

Let us know your thoughts and/or availability to work on
this project.

COMMENT ON REPORTING TOWER LIGHT OUTAGES

I had an opportunity to report the outage of tower lights on
our 350 ft. Snelling Road tower in Merced, CA this week, after
vandals used the lights for target practice and shot them out.

I called the Sacramento FSS and told them I wanted to report a
tower light outage. They only asked me a few questions: my name,
my call back phone number, the Latitude and Longitude of the tower
and the height of the tower. The entire process probably took
less than 2 minutes, since I'd grabbed the Lat/Long off of the FCC
Antenna Structure Registration certificate before calling them.

MORE ON OUTAGES (FROM THE PERSON WHO STARTED THE THREAD)

Pilots navigate by direction and distance from one
navigational aid to another and not necessarily by coordinates.

Call your local reporting point and ask to speak to a
supervisor. Give them your coordinates. Ask them to tell you
specifically what they want from you as "an exact location" the
next time you need to report an outage. I prefer to have my
clients give the FAA the information they want. It's easy,
it's over, everyone's happy and there are no challenges of
who is right.

  REGARDING THE 'COKE CAN' PIRATE

Yesterday when driving through the Barstow area I listened
to the "Coke Can" pirate and I did see the antenna mentioned.
>From my observations, and the photos, it's definitely a 3-meter
antenna, and I'd be willing to bet it's the "Comet." I've seen
it advertised on the net, supposedly offering 3.5 db gain. And
from that height, it's no wonder they cover so much area! I
almost wanted to ask if I could pop my 2 meter ham stick up there!

Thanks again for the newsletter! It's great!

BOB LEEMBRUGGEN IS ON HIS WAY TO HAWAII

I'm off to Kauai. There's an AM/FM upgrade ahead and two
new FMs I must build. This is a sweat-equity deal where later
I'll be operating all four stations. Thank you very much for
your support. I'll keep in touch.

  LOWER LONG DISTANCE FEES

Beginning July 1, 1999, long distance companies will see
overall reductions in access charge payments and contributions
to universal service programs of over half a billion dollars
annually. "....Consumers should be the ultimate beneficiaries
of these reductions," said FCC Chairman Kennard.

Would you like to participate in the next Mars mission by
sending your name (or your childrens' names) to the planet Mars?
You can by visiting the following link and then clicking on "sign

  THE DOWNSIDE OF ZAPPING BUGS

Electric bug zappers have become a familiar sound in backyards
around the country. The device seems like an effective, though
somewhat sadistic, way to eliminate pesky insects.

Leave it to scientists to ruin a summer's fun. Zapped bugs
spray bacteria and viruses up to 6 feet, James E. Urban of Kansas
State University and his colleagues now report. Just in case the
shower of microbes poses a health risk, Urban suggests moving bug
zappers away from the grill and picnic table. Bon Appetit.
