  COMMISSION CONSIDERS COORDINATE ERROR OF 2.5 MILES "MINOR"

  David M. Kelley was awarded a "finder's preference" for
demonstrating that "station WNDX350 was not constructed at the
authorized location but at a location approximately 2.5 miles
away."  Now, the Commission has changed its mind and determined
that, "the error in location was minor and that station WNDX350
was constructed in substantial accordance with its authorization."

  Most broadcasters would be hung by their thumbs if they engaged

  On Wednesday, July 21, Charlie Carpenter, Transmitter
Engineer for KQCA & KCRA-TV Sacramento, joined that exclusive
"30 KV CLUB."  The membership is comprised of people who have
come into contact with voltages near 30 kV and survived.

  As of today, July 28, Charlie is still in the Intensive Care
Unit of UC-Davis Medical Center undergoing extensive repairs to
his arm.

  Luckily, there were two people on duty and Emergency Life-
Flight was called immediately.

  I've been very, very pleased with Skytel's paging system
(www.skytel.com   .....  800-759-8737).

  I use the Motorola "Pro Encore" which is a fairly common unit;
however, Skytel can link with (dang) near any other units and has
all kinds of bells-and-whistles....  I can stay in my "home zone"
(basically San Diego to Los Angeles) for about $14/month; but when
I'm traveling I can extend it to "Nationwide" so I can be paged
anywhere across the US. (Worked fine in Canada and Alaska too.)
...Been their customer for nearly five years and no complaints!

  GOOD NEWS: THE L.A. SHERIFF IS TAKING EAS SERIOUSLY

  L.A. County is 100% (7/7) this year for EAS RMT originations.
My thanks to the Sheriff's Emergency Operations Bureau for their
overall buy-in and tremendous support.  Sgt. Larry Bryant and
Technician Jack King are due a special word of thanks.

  We are still working on technical issues having to do with
EAS RMT's and real warnings that are translated by our non-English
LP stations.  These same issues face EAS committees across the
country and will most likely require some changes in either the
EAS station "hardware," or the FCC's Rules, or both.

  HAMS TO BEGIN USING THE UNIVERSAL LICENSING SYSTEM SOON

  The Wireless Telecommunications Bureau will begin use of
the Universal Licensing System (ULS) for licensing in the Amateur

  HAM RADIO IN OUTER SPACE

  Shuttle Columbia mission STS-93 was another Amateur Radio
success story.  During the short mission, crew members completed
ham contacts with five schools plus a contact with the cosmonauts
aboard the Russian Mir space station.

  Lucky students at Harbor View Elementary in Corona Del Mar,
CA, interviewed the astronauts.  One thing the kids wanted to know
about was the food aboard the shuttle. "The food is quite good--
really!," Commander Collins replied.  "Today I had rice and there
are plenty of food items to choose from, including snacks."

  But Murphy almost took his toll on another school when birds
pecked their way through a ham's coaxial cable in Australia.
VK6IU wound up climbing his tower in the rain and changing out the
coax just in time to handle Shuttle/ham communications.

  This will likely be the last shuttle/ham mission as future
efforts will focus on the Amateur Radio on the International Space
Station--or ARISS--project.
