  ON THE MATTER OF CREATING A LOW POWER FM RADIO SERVICE
  (PART OF WILLIAM KENNARD'S LATEST NAB SPEECH)

  FCC Chairman Kennard believes that a Low Power FM Radio
Service can be created while "preserving the technical integrity
of FM radio" including "a digital future."  The FCC's own lab
tests on 21 inexpensive radios have shown that all of the radios
far exceeded the current interference protection standards for
third adjacent channels, and all but two exceeded the current
interference protection standards for second adjacent channels:

  EAS IS STEADILY IMPROVING IN L.A.

  With the Los Angeles EAS RMT for August completed, Richard
Rudman writes,  "Good news.... we are batting 8 for 8 this year
for successful Sheriff's EAS RMT originations."  Congratulations
to all parties involved!

  Richard is now concentrating on the three seconds of noise
which preceded the Sheriff's voice in the last RMT.  The voice
was not upcut this time, and there was no noise after the
voice ended.  The improvements are commendable.

  REGARDING CHANNEL 3 IN TIJUANA

  I find it most interesting that the Mexican government would
allow a TV Channel 3 in Tijuana.  When I was at KNSD we tried for
years to get CH-3 to replace CH-39.  The FCC told us NO because
the Mexicans objected to the short spacing with Mexicali CH-3.
It didn't matter that there was a 6000 ft mountain range between
us.  Bob Grabko may be interested in the testing KGTV did in the
early 80s.  At issue was a proposed CH-10 in Santa Barbara.  Lee
Bellwood and his crew (at KGTV) did extensive testing to show the
interference over water that would result.  At the time the FCC
denied the proposed CH-10 in Santa Barbara.

  TOURS OF MT. HARVARD

  Vikki Amrine of Lodestar Towers has indicated that short
tours of Mt. Harvard - and the construction there - will probably
be offered during the SCFCC's "Christmas Party" picnic scheduled
for September 15.  (See CGC #338 for information on this gala
engineering affair.)  No final word on whether tours of the
Mt. Wilson CHARA telescope will be available.

  FCC PROPOSES TO ALLOW HAMS GREATER
  USE OF SPREAD SPECTRUM (SS) TECHNOLOGY

  The Commission has proposed to (1) remove the limitation that
only frequency hopping and direct sequence spreading techniques
techniques can be used, (2) adopt a requirement that automatic
transmitter power control be used and (3) remove unnecessary
