  WIRELESS TELECOMMUNICATIONS BUREAU ANNOUNCES THE AVAILABILITY OF
  UNIVERSAL LICENSING SYSTEM (ULS) DATABASE FILES VIA THE INTERNET

  The Universal Licensing System (ULS) public access files are
now available for downloading via the Internet.   These files
contain complete application and license data, along with daily
updates, that can be used for private programming and research
efforts.  Anyone (with persistence) can download them directly
to a personal computer free of charge.

  RF ENERGY CONDUCTED INTO AC POWER LINES

  The FCC has proposed to amend Parts 15 and 18 of its rules
to revise the limits on the amount of RF energy that is permitted
to be conducted onto AC power lines.

  FCC ALLOCATES SPECTRUM IN 5.9 GHz RANGE FOR
  INTELLIGENT TRANSPORTATION SYSTEMS USES

  In a Report and Order, the FCC has decided to use the
5.850-5.925 GHz band for a variety of Dedicated Short Range
Communications (DSRC) uses, such as traffic light control,
traffic monitoring, travelers' alerts, automatic toll collection,
traffic congestion detection, emergency vehicle signal preemption
of traffic lights, and electronic inspection of moving trucks
through data transmissions with roadside inspection facilities.

  FORFEITURE WATCH (SELECTED ITEM)

  $30,000 - Four trunked radio systems in Memphis, TN were
found by the FCC to be operating at an unauthorized location
called the Clark Tower site.  The Commission wrote to the
licensee and asked it to, among other things, describe each
system or station it was operating from the Clark Tower site,
and provide copies of its FCC authorizations.  The licensee
responded that it did not have authority to operate from the
Clark Tower site.  On two subsequent occasions, the FCC monitored
the stations' operations and found them continuing to operate
from the unauthorized Clark Tower site.

  $2 MILLION - Proposed fine against Qwest Communications
for "slamming" - an illegal practice of switching consumers'
preferred telephone carriers without their consent.  Forged
signatures were among the violations found; one from a long-
deceased person, the other from a pet dog!  This most curious

  CLEAR CHANNEL (AM) COVERAGE MUST BE FIGURED AT NIGHT

  I enjoyed J. T. Anderton's analysis of clear channel AM
coverage, in which he found that WBAP, KRLD, KOA, and others rank
above KFI in terms of "covering the most ground" with their
daytime 2 mV/m contours.....  The whole point of a "clear"
channel, however, is and always has been that the channel is clear
AT NIGHT.  A fair analysis of clear channel coverage must include
skywave signals, which Mr. Anderton excluded!  Consulting
engineers have been [calculating skywave coverage] for decades,
and the mechanisms and methodology are well-documented.
