  FCC MOVES FORWARD ON DIGITAL AUDIO BROADCASTING

  The FCC has issued a Notice of Proposed Rule Making
to consider various methods for introducing digital audio
broadcasting (DAB) to the public.  Both in-band on-channel
(IBOC) and out-of-band (OOB) techniques are being explored.

  NEW FCC FORM 317 HOT OFF THE PRESS

  Before December 1, 1999, each commercial DTV licensee must
file the new FCC Form 317 with the Commission, and sometimes a
Form 159 as well (ancillary bit stream fees).  These forms
have already been sent to each commercial DTV licensee subject
to the new annual reporting and fee payment requirements.

  TRANSLATOR DROWNS OUT XETRA-FM IN PARTS OF LOS ANGELES

  A new FM translator on 91.1 MHz has annihilated the fringe
signal of XETRA-FM (91.1 MHz, Tijuana) in parts of the greater
Los Angeles area.  According to one consultant, the translator
delivers "a HUGE signal" at his home where XETRA is ordinarily
receivable.  The interference will probably become yet another
issue for the Commission to resolve.

  $21,000:  To Snider Communications for failing to renew
14 land-mobile licenses.   "Failure to renew" is currently in
vogue with the Commission's enforcement staff.

  $110,000:  Fine upheld against two TV stations in Illinois
for failure to limit the amount of commercials in children's
programming.  ("Children's fines" are always occurring, but a

  KDOC-TV, IRVINE, SEEKS ASSISTANT CHIEF ENGINEER (ACE)

  An experienced Broadcast Engineer is needed to assist in
the day-to-day operations and maintenance of all audio and video
equipment at the KDOC studio plant in Irvine, and at the
transmitter on Sunset Ridge.  Applicants must be mechanically
and electronically proficient, able to deal with video and RF
systems as well as troubleshoot to the component level.  The ACE
will assume most of the transmitter responsibility to relieve
the Chief Engineer to design and construct new transmitter
plant(s) and DTV facilities.

  TV ENGINEER WANTED

  The San Diego County Office of Education (SDCOE) is seeking
qualified applicants to fill a current vacancy in the Television
Engineer classification.  The Television Engineer is responsible
for the SDCOE's color television production, transmission,
operations and reception systems, and ensures technical
compliance with the provisions of the FCC licenses granted to
SDCOE.  Beginning salary: $3,730, maximum $4,762.  Closing date:
November 15, 1999 @ 5 PM.

  CHANNEL 49 ON THE AIR IN TIJUANA

  I'm told that XHUPN-TV [Channel 49] is on the air in
Tijuana carrying UPN.

  [A Tijuana broadcaster, and Oscar Medina (CE of KNSD-TV),
have confirmed that XHUPN is on the air.  Oscar reports that
the station is the UPN affiliate for San Diego and that the
programming originates from the KBNT studios.  However, folks
in north San Diego County may experience severe interference
from the CH-49 LPTV station on San Marcos Mountain near Vista.
Ironically, that station acts as a translator for CH-33 in
Tijuana.   -Ed.]

  INTERNET HOAXES

  Many internet users recently opened an e-mail which appeared
to come from a friend, only to discover that it was a computer-
generated (and personalized) solicitation for some sex site.
The incident reminds us that e-mails can be faked by clever
programmers, and underscores the need for each of us to verify
important e-messages.  Someday, electronic signatures and
encryption will be a regular part of e-mail.

  NEW TITLE FOR RILEY HOLLINGSWORTH

  FCC's chief amateur radio rule enforcer, Riley Hollingsworth,
receives a new title effective 11/8/99:  "Special Counsel for
Amateur Radio Enforcement" - or SCARE (no fooling).  Just back
from a visit to a hamfest appearance in St Paul, Minnesota,
Hollingsworth reacted to the frightful acronym by declaring:
"Wow, I hadn't thought of that!"
