92.7 MHZ WANTS OFF CATALINA ISLAND

The Commission has proposed to grant a request to move KLIT,
92.7 MHz (FM Channel 224A), off Catalina Island and reallocate
it to Fountain Valley. Here is the plan:

Reallotment of Channel 224A (KLIT) from Avalon to Fountain
Valley (loss area contains 3,317 people, gain area contains
  2,141,438 people),

A change in the reference coordinates of Station KMLT, Channel
224A, Thousand Oaks, to avoid a short spacing to the proposed
reallotment of Channel 224A to Fountain Valley,

Reallotment of Channel 224A (KELT) from Riverside to Adelanto,

Substitution of Channel 224A for Channel 224B1 (a downgrade for
KZIQ-FM) at Ridgecrest at a newly specified transmitter site.

FCC CREATES THE MEDICAL IMPLANT COMMUNICATIONS SERVICE ("MICS")

By Report & Order, the FCC has establish the Medical Implant
Communications Service operating in the 402-405 MHz band. This
will permit the use of ultra-low power radio-controlled devices
such as cardiac pacemakers and defibrillators.

Operation of today's medical implant devices requires that
they be magnetically coupled to external programmers or readers.
This requires very close spacing between the implanted device in
the patient and external monitoring/control equipment, often
requiring body contact and very slow data rates, sometimes
requiring up to fifteen minutes for a data transfer.

  BEHIND THE SCENES AT XHUPN-TV

Putting a new Mexican TV station on the air and making CATV
carriage arrangements - all in secret - were no easy tasks as
shown in this SBE article by Gary Stigall:

KFMB-DT, CHANNEL 25, SAN DIEGO, TESTING

KFMB-DT is on the air testing. Formal on-air date is
set for January 3. Gary Stigall of KFMB adds:

"A consumer-grade Radio Shack UHF yagi pointed west at
Mt. Soledad from Kearny Mesa yielded no fewer than six (DTV)
stations. KGTV-DT 25 of course comes in great. We saw some
jaw-dropping HD from KNBC-DT 36 on a morning travel show,
converted Jerry Springer (blecch...) from KCAL-DT 43, and best
reception of all, KCBS-DT 60. Reception 45 from the front
aim may be due to poor antenna design, and all signals faded
due to tropospheric changes.....

"Viewing KCBS (hey--why don't they carry the Chargers?) in
peripheral vision for a few hours Sunday, I kept forgetting it
wasn't our own air monitor until an occasional fade with
blocking, freezing, and sometimes, fade-to-black....."

[Gary's location at the KFMB studios in San Diego is
about 110 airline miles from Mt. Wilson, home of KNBC, KCAL
and KCBS. KFMB and KCBS are both CBS affiliates. -Ed.)

  APRS TRACKS DOWN STOLEN VAN

Some ham radio operators have equipped their vehicles with
Automatic Position Reporting Systems (APRS). A GPS receiver
determines the location of the vehicle and the coordinates are
broadcast to local computer terminals via packet radio.

If an APRS vehicle is stolen, hams can tell exactly where
the vehicle is located by looking at their computer screens.
This can lead to a rather exciting situation as the following
report shows:

GIFT IDEA: THE FLUORESCENT POCKET LIGHT

Most flashlights project pencil-thin beams or crummy broad
beams, and you have to aim the thing by hand. Now, Radio Shack
offers a "pocket light" that uses a 5W U-shaped fluorescent tube
powered by two AA batteries and a built-in inverter. The whole
thing is a bit larger than a pack of cigarettes and new batteries
last 1.75 hours in continuous use (single CGC lab test).

Because the beam is so broad and uniform, pocket light is
the ideal hands-free device. Clip it to your belt or stand
it up in a dark corner. The case is flat so it stands easily.

  Cost: $12 + tax. Cat.#: 61-853

  FASTER, CHEAPER, BETTER

NASA's philosophy of "faster, cheaper and better" has
always been suspect at best. Now, Dr. Kelly Borsum suggests
the alternate phrase:

"Faster, cheaper, better - pick the two you want."

Spring Dr. Borsum's philosophy on your manager next time
he or she demands it all.
