  ACCESS TO THE FCC'S CDBS DATABASE

  The FCC's new CDBS database should eventually offer rich
information about AM, FM, TV, LPTV, and DTV broadcast stations,
and here is the point of entry recommended for book marking:

http://svartifoss.fcc.gov:8080/prod/cdbs/pubacc/prod/cdbs_pa.htm 

  This FCC web-based program allows you to extract specific
information by call sign, facility identifier number (e.g. 20697),
channel number, frequency, community of license, applicant's name,
state or any combination of these (or other) items.  For example,
by conducting a "Search for Station Information" and inserting
93.3 in the frequency box, and CA in the state box, and hitting
Submit Search, a list of all 93.3 MHz entities in the State of
California should appear.

  USING CDBS TO EXTRACT ENGINEERING INFORMATION

  Let's see what we can find out about KWRP whose Engineering
Amendment is mentioned later in this newsletter:

  1. Starting from the URL mentioned in the story above, click
on "Search for Application Information."

  2. Enter 19990813IC (KWRP's application number) in the right
side of "File Number" and click on "Submit Search."

  3. The search engine should list three applications, but only
the first one has two active hyperlinks on the right.  Click on
the word 'Application.'  This should open another browser screen.

  4. Click on the phrase, "Section III-B - FM Engineering" and
read the details.  (If this information has been amended, the
system will display the most recently accepted amendment unless
you specify otherwise.)

  5. The CDBS database contains numerous errors and omissions
and is being repaired.  Also, engineering info for many of the
older applications, particularly archived applications, is not
available yet; the FCC's contractor is working on those items too.

  QUALIFIED RF BROADCAST ENGINEERS - AN ENDANGERED SPECIES?

  We have a problem in the Midwest and wonder if it's the same
out there in California:  Lately, I've seen a lot of talented
engineers leave broadcasting.  I don't see new people filling
these voids.  When I post a job opening, I either find that the
applicant(s) do not have the basic skills, or the applicant has a
lot of undesirable baggage from previous employment.  In short,
there does not seem to be any qualified RF individuals in the
upcoming ranks.  Is this the same in CA, AZ, NV, etc?  Are young
people more interested in computers than transmitters?

        LETTERS TO THE EDITOR    (NINE LINE LIMIT PLEASE)

  TRANSLATORS CLEARLY CAUSE INTERFERENCE

  Last week, Greg Strickland wrote about the erosion of the
coverage areas of superpowered (grandfathered) stations caused
by full power drop-in stations.  Remember that translators also
cause considerable interference and even impact non-superpowered
stations.  Consider the loss of fringe coverage from XETRA-FM
(91.1) and XHITZ (90.3) resulting from the recent placing of
translators on or near Mt. Wilson on those frequencies.  The same
could be said about a translator on Johnstone Peak on 100.7 MHz.
I'm sure 101.5's fringe coverage days are numbered as a translator
construction permit exists for that frequency on Mt. Wilson.

  KEVIN DOUGLASS RESPONDS

  In reply to the letter by George Sfair, Kevin Douglass
informs us that Clear Channel (previously Jacor) has waged a
non-stop battle against translators that have posed a threat to
their outlying coverage areas.  The 101.5/Wilson translator was
voluntarily shut down by a responsible operator because it caused
interference.  But another operator kept its translator on-the-
air for over a month after its authorization was yanked by the
Commission for demonstrated interference!

  More stations should become aware of the fringe coverage
they stand to lose if they fail to oppose improperly placed
translators.

  Ham Radio Outlet in Anaheim, California, re-opened on
Wednesday, March 1st.  This, following the catastrophic fire
that destroyed the old location on January 21st.  The new store
