  ATSC SAYS 8-VSB RECEPTION WOES ARE 'COMPLEX'

  In a significant reversal, the designers of the U.S. digital
television system have agreed to drop their adamant opposition
to COFDM, and to form a task force to study the shortcomings of
8-VSB.  See Broadcasting & Cable magazine, March 27, page 10.

  4.5 MB/S ANCILLARY DATA OVER NTSC?

  Can 4.5 Mb/s datastreams be simulcast over ordinary NTSC TV
stations?  A company called Dotcast believes it has the technology
to do so without degrading the NTSC picture & sound, and is
testing the concept over the air now.  According to company
president Leo Hoarty, the data can be received at PCs with a
device called a "dotbox" and a simple whip antenna; no need for
a fancy outdoor antenna like you'd need with DTV.  See
Broadcasting & Cable magazine, March 27, page 72.

  EAS RULE AMENDMENTS

  The FCC has issued the first in what may become a series
of modifications to the EAS rules.  This week's action cleaned
up a few administrative details but offered little or nothing
for the average EAS user:

  According to Richard Rudman (EAS NAC Chair), the SBE and NWS
proposals will be addressed later as a Further Notice of Proposed
Rule Making that invites comments from the public.  Stay tuned.

  The main computer room at FCC Headquarters will be shutdown
on Friday April 7, 2000 beginning 5:30 pm PDST for air

  THE FOURTH INSULATOR

  My wife is a very active birding person with special interest
in raptors.... and was amazed by the "anti-perching" requirement
for microwave antennas (CGC #382).  Raptors use -- and need --
high places to perch so they can watch for prey.  She refers to
perched raptors as "the fourth insulator" on power poles.

  Electrocution is a significant cause of death in large
raptors such as condors, eagles, osprey and red tail hawks when
they spread their wings and contact two phases at the same time;
the problem is greater on the lower voltage lines because the
wires are closer.  For more information go to:

  While I think the anti-perching requirements are just another
example of "green weenie" overkill, she disputes my generic label.

  GUANO REDUCTION CAMPAIGN

  Re: The raptor repelling (anti-perching) efforts.  I want to
know when the wildlife will either accept retraining as regards
defecation or be enjoined from doing so while perching, resting,
nesting or otherwise utilizing non-native structures that some
of us have to climb for a living.  We ask only that they leave
it as they found it:  Just their footprints!

  IS IT Y2K OR JUST A ROYAL MESS?

  Just got two letters from the FCC: "Request for Radio Station
License Update."  Seems the FCC still doesn't know who it
licensed to what, when or where!

  One of the requests is for call sign KPG784 which we have
never had.  According to my search of the FCC's own WTB database,
it should belong to TAD Broadcasting in Orland Park, IL.  That's
just wonderful since I'm in Tucson, Arizona!

  I'm sure you heard about the FCC's announcement saying they
have cleared the backlog.  I think they just threw out everything
and are starting over!
