  MASS MEDIA BUREAU ANNOUNCES A NEW FM BROADCAST LICENSE FORM

  The old version of FCC Form 302-FM (March 1998) will be
accepted through May 24, 2000.  Effective May 25, applicants
must use the new (March 2000) form.

  COMPARATIVE STANDARDS FOR NON-COMMERCIAL APPLICANTS

  The FCC has issued a Report and Order which lays down
comparative standards for non-commercial/educational (NCE)
broadcast applicants.  The new selection process replaces a
subjective comparative hearing process; the new system uses points
to compare objective characteristics whenever there are competing
applications for full-service NCE radio or television stations on
channels reserved for noncommercial educational use.  The point
system will also be used, but to a more limited extent, to
evaluate competing applications for NCE-FM translators.

  FCC FORFEITURE WATCH (SELECTED ITEM)

  $19,000 - Affirmed against Bay Broadcasting Corporation.
Violations include: Operation without FCC authorization of
studio-transmitter links ("STL") at three stations; failure to
broadcast required station identification announcements at one
station; use without Commission authorization of a long wire
antenna at one station; relocation without FCC authorization
of one AM broadcast transmitter and one FM translator.

  Licensee argued inability to pay without substantial
hardship; FCC dug into their financial records and said baloney.

  EAS: SOMETIMES IT'S WORTH ALL THE EFFORT

  The FCC Kansas City office reports that a tornado removed
most of the downtown area of Parsons, KS on April 26.  According
to Gary Cantrell, General Manager of KLKC-AM & FM, the EAS system
contributed to alerting the town's 12,000 residents of the on-
coming tornado.  Mr. Cantrell said that, thanks to EAS alerts,
there was no loss of life and less than 25 people suffered
injuries, all minor.  Over a period of five hours, the Weather
Bureau originated seven alerts through the EAS system.  Mr.
Cantrell said the EAS system was a life saver and functioned
as it was intended.

  FCC CONTINUING TO ADDRESS CDBS DATABASE PROBLEMS

  We have been receiving numerous daily e-mails alerting us
of many different types of AM Query software problems on the web
page since January's switch over to our new database system.
Our Senior Electronics Engineer Bill Ball is in the process of
resolving the problems, and therefore is currently unable to
respond to individual inquiries.  Please bear with us during
this software construction phase.

to read the news:  The world's first virtual newscaster according
to her maker.  She is the creation of an English news agency,
and currently reads the news in online feeds from their site.

  While Ananova may be an unpolished rendition today, there
will undoubtedly be some demand for automated speakers in

  HOW IS INTERNATIONAL MESSAGE TRAFFIC ROUTED?

  Approximately 80% of international telephone & internet
traffic originating in the U.S. is carried by undersea cables.
The capacity of undersea cables on the Atlantic route has
increased from less than one million 64 kbps circuits in 1997 to
what is projected to be over 100 million 64 kbps circuits in 2001.
Moreover, the cost of cable capacity has dropped precipitously.
The cost per circuit equivalent has fallen from about $90 million
in 1988 to approximately $2 million in 2000.  This in turn is
likely to put significant downward pressure on the price of
international calls and the cost of providing international
Internet and other broadband services.
