  NEW PUBLIC SAFETY APPLICATIONS AND BROADBAND INTERNET
  ACCESS AMONG USES ENVISIONED FOR ULTRA-WIDEBAND TECHNOLOGY

  The FCC has adopted a proposal to consider permitting the
operation of ultra-wideband (UWB) technology on an unlicensed
basis, which could have important benefits for public safety,
consumers and businesses.  UWB devices appear to be able to
operate on spectrum already occupied by existing radio services
without causing interference, claims the FCC:

  COMMISSION ANNOUNCES NEW WEBSITE ON EEO RULES

  The FCC has created a page on its website with information
about the Commission's new Equal Employment Opportunity ("EEO")
rules adopted on January 20, 2000.  The site is located at:

  The site contains a summary of the Commission's new EEO
requirements and a list of frequently asked questions.  There
are also links to comments, the Commission's new EEO forms,
previous orders and other documents in the EEO arena.

  FCC FORFEITURE NOTICE

  Here is a Notice of Apparent Liability for Forfeiture where
the offending broadcast station failed to fully and accurately
disclose the material terms of a contest.  The station in question
conducted a contest called "Millionaire Monday" without disclosing
that the prize was one million Turkish lira, not $1,000,000 U.S..
Turns out that one million Turkish lira was worth about $1.90.
Needless to say, the prize recipient was not thrilled:

  SPECIAL TDEUA MEETING SET FOR JUNE 14

  The Trabuco District Electronic Users Association ("TDEUA")
has scheduled a special meeting for site owners (and other
interested parties) concerning the following USDA Forest Service
peaks:  Santiago, Sierra, Pleasants, Modjeska and Elsinore.  The
meeting time and place have now been confirmed by the Forest
Service according to TDEUA president John MacFarlane:

  The purpose of the meeting is to revitalize the TDEUA
organization, select new officers and board members as needed
and further define the relationship between the Forest Service
and TDEUA.  A good turnout is essential.

  MORE ON ANTI-PERCHING DEVICES

  In the TDEUA General Membership Meeting of May 10, Trabuco
District Lands Officer G. G. Pieper clarified that anti-perching
devices for raptors will be required at local microwave sites on
Forest Service land; the bird-repelling gizmos would not
necessarily be needed on individual antennas.

  Ms. Pieper did not know what an anti-perching device would
consist of, or what the solitary condor who died in the Los
Padres forest (and triggered this whole affair) had died from.
All TDEUA members were asked to wait for further information
from their Forest Supervisor's office.

  FCC GIVES GREEN LIGHT FOR SOME GPS COORDINATE DETERMINATIONS

  At the National Translator Association Convention just
concluded in Medford, Oregon, Jim Bradshaw (Assistant Chief,
Engineering, Audio Services Division, Mass Media Bureau, FCC)
confirmed that standard GPS receivers will now be of acceptable
accuracy for FCC filings.

  (The design accuracy for standard GPS is + or - 15 meters,
which is potential error of 0.7 seconds of longitude at 45
degrees latitude.)

  ON GPS DATUMS:  ONLY PART OF THE FCC HONORS NAD 83

  Re the comment in CGC #389 stating that the FCC still requires
the NAD 27 datum.  I have recently been working on quite a few
FCC 601 Schedule I forms and they insist on the NAD 83 datum.

  There is a website where you can convert NAD 27 to NAD 83,
and visa versa:

  Also, if you look up your FAA registered Tower ID, you will
find the coordinates have been converted to NAD 83 as well.

  [Ed note:  NAD 27 is still used by the FCC for AM, FM and TV
broadcast stations and translators and boosters.  Form 601 deals
with the Wireless Telecommunications Bureau, a different entity
within the FCC.  The bottom line is that the Commission is
slowly converting to NAD 83.  The FAA made the leap long ago.]

  FORM 601 REPLACES THE 313 FOR BROADCAST AUXILIARY WORK

  The FCC is no longer accepting the 313 Auxiliary form
(2 pages) for STL applications.  They will send it back
requesting the 601 (100 pages).  Fun!
