  ENG TRAGEDY: FACTUAL INFORMATION NEEDED

Veteran KABC-TV news reporter Adrienne Alpert was
seriously burned last Monday when the mast on her ENG van
contacted high voltage lines overhead. Her continued
hospitalization, amputations and indeed her very fight for
life brought the dangers of ENG work close to home.

Do you have specific information on this accident that
would help others avoid disaster? What practical safety
measures could be built into ENG gear? Have you seen other
accidents or "near misses," and what lessons were learned?
What safety videos does your station use?

  Our prayers are with Adrienne.

UPDATING GRADE B TV SIGNAL STRENGTH PREDICTIONS

Determining which members of the general public are eligible
to receive network TV signals via satellite has been a difficult
task for the FCC (and the rest of us).

Now, the Commission has taken action by modifying its computer
model for predicting signal strengths to determine eligibility, and
has designated an "independent and neutral entity" (the ARRL) to
determine who conducts signal strength tests at consumers' homes.
Finally, the FCC has launched a Notice of Inquiry into the fine
points of using the Grade B contour as a go/no-go benchmark.

ABOUT LEASING ANTENNA SPACE ON FEDERAL PROPERTY

On August 10, 1995, President William Clinton issued a
"Memorandum for the Heads of Departments and Agencies" to
"facilitate appropriate access to Federal property for the
siting of mobile services antennas." The document is
available at:

Keep this URL on file. It may be very useful someday.

  FIESTA BROADWAY IN HDTV

FYI, KWHY provided the first ever "live" HDTV 1080I
broadcast in Spanish of Fiesta Broadway. We are currently
in replay of that event (for the month of May only) along
with the simultaneous broadcast of our financial news network
on KWHY-DT, Channel 42.

  EASIER TO READ URL

Regarding the "Ultra Wideband" URL mentioned in CGC #391,
a more readable form is the Word file version which has a
"doc" suffix:

http://www.fcc.gov/Daily_Releases/Daily_Business/2000/db0511/fcc00163.doc

Richard Doering (Letter edited for publication)

[The CGC Communicator usually publishes text file (".txt") URLs,
if available, because they open quickly and help busy readers.
For those who need complete documents including footnotes, try
replacing the "txt" suffix with "doc" as Richard suggests. -Ed.]

RE THE ARTICLE: "MANDATORY ELECTRONIC FILING FOR CERTAIN

Interesting that Internet access is now apparently a
condition for being a FCC licensee.

  ELECTROMAGNETIC FIELDS AND SUICIDE

Researchers from the University of North Carolina report
that electric utility workers appear to commit suicide at a
higher than average rate. In a study of about 10,000 workers,
those exposed routinely to low frequency electromagnetic fields
committed suicide twice as often. The contrast was most evident
in younger workers. The researchers suspect that electromagnetic
radiation affects the production or metabolism of melatonin.
