  FCC RELEASES TELCO INFRASTRUCTURE REPORT

  The Commission has released a report entitled Infrastructure
of the Local Operating Companies (aka telephone companies or
"telcos").  Among the key observations is that the growth of
ISDN-capable switches virtually stopped in 1999 after more than
a five-fold increase since 1991.  Major competition from DSL-
type technologies is seen as the culprit.

  MANDATORY ELECTRONIC FILING FOR FCC FORM 302-FM, ETC.

  FCC Forms 302-FM (application for FM broadcast station
license), 347 (application for LPTV/TV Translator/TV Booster
licenses) and 316 (Transfer of Control) must be filed
electronically effective November 1, 2000.  However, waivers are
possible to allow paper filings when electronic filings fail.

  R&O ON THE NEW 50 MHZ OF SPECTRUM @ 3.6 GHZ

  Two weeks ago, the FCC announced the release of 50 MHz
of spectrum at 3650-3700 MHz, and the possible pairing of
this spectrum with another 50 megs at 4940-4990 MHz.  The

  DOES DTV PRODUCE SIGNIFICANT RF INTERMODULATION PRODUCTS?

  Re the Letter in CGC #416: "....keep in mind that these high
power DTVs (are) going to cause some more IM products to be tossed
around, especially on these sites where they will be grouped
together (i.e. CH-14, 15, 16, 17 all on the same tower and
diplexed into the same antenna)."

  We are very interested in this.  Though the comparatively
slow rolloff of out-of-band interference with frequency is well
documented in similar forms of modulation, IM is not.  If any
reader of the Communicator has evidence (direct or anecdotal) of
multi-DTV IM, please e-mail us privately.  We are not aware of
any studies of IM even between adjacent NTSC-DTV multiplexed
facilities.

  Last week CGC mentioned the "Official Time Clock" site at

NIST's server and reset your PC's clock automatically, see:

  Click on the software link at the top right of the page.  There
are several public domain utilities from which to choose (32 bit,
16 bit, Mac).  I have used the 32 bit PC version and found it
simple and quick.

  HOW TO STOP ADS FOR ILLEGAL RADIO EQUIPMENT ON E-BAY

  The FCC says it has reached an agreement with the eBay
auction site that's aimed at curtailing the sale of clearly
illegal radio equipment.  Most of this gear falls into the CB
category, including illegal amplifiers.

  HAM RADIO ABOARD THE INTERNATIONAL SPACE STATION ("ISS")

  Amateur radio operations from ISS may begin as early as
mid-November on two-meters.  The Expedition 1 crew is set to
blast off October 31 aboard a Russian Soyuz rocket from the
Baikonur Cosmodrome in Kazakhstan.  Once on board ISS, the
crew will begin a four-month stay as the first wave of the
permanent occupancy of the international complex.
