  MAJOR BROADCAST TECHNICAL RULE CHANGES

  The FCC has issued a Second Report & Order in its wide-ranging
reform of the Mass Media Bureau's technical rules.  Following is
a synopsis of each major change.  For complete information, click
on the URL at the bottom of this story and use the paragraph and
Rule Section numbers provided right here:

  * FOR AM, FM & TV:  Tower coordinates in error by less than
  3 seconds latitude and 3 seconds longitude may now be corrected
  in a one-step process instead of two.  Restrictions apply.
  (Para. 34-36 and Section 73.1690.)

  * FOR COMMERCIAL FMs (MOSTLY):  Stations with second and/or
  third adjacent channel short spacings are generally given
  slightly better prospects for moving or improving. (Para. 9-12,
  Rule 73.215.)

  * FOR NCE FM & FM TRANSLATORS:  Easier to create, move and
  improve non-commercial educational ("NCE") FM stations AND ALL
  FM TRANSLATORS because the second adjacent channel interference
  standard has been watered down to specify the 100 dBu contour
  instead of the 80 dBu.  (Para. 39-40 and Sections 73.509 &
  74.1204.)

  * FOR NCE FM ONLY:  A NCE FM station must now provide 60 dBu
  service to at least 50% of its community of license and 50% of
  the population in that community.  (Para. 41-43 and Section
  73.515.)

  * NEW CLASS "C0" (C-Zero) FM STATIONS CREATED:  Of no
  immediate concern to us here in so. Cal.  (Para. 15-33.)

  TOWER REGISTRATION NUMBER: BE SURE IT'S POSTED

  If your tower has an FCC Antenna Structure Registration Number,
the Number must be posted "in a conspicuous place so that it is
readily visible near the base of the antenna structure."  So says
FCC Rule Section 17.4(g).  Materials used to display the Number
"must be weather-resistant and of sufficient size to be easily
seen at the base of the antenna structure."  The only exception
is if the posting would "detract from the appearance of a
historic landmark," and a government agency attests to that fact
in writing.

  RECOMMENDATION FOR POSTING TOWER REGISTRATION NUMBERS

  The San Diego FCC office recommends that if the base of
an antenna structure is not viewable without trespassing onto
secured private property, post the Registration Numbers again
at the last public point on the road leading to the structure
or at the first locked gate.

  Highly visible Antenna Structure Registration Numbers
assist the FCC and others in identifying and notifying tower
owners of problems with tower markings or lights, thereby
avoiding dangerous situations for aircraft.

  FM & TV QUERY PAGES REACTIVATED

  The FM & TV Query pages at the FCC have been reactivated
and tied to the CDBS database.  You may access the pages at:

  The Query pages offer a quick and convenient way to extract
technical parameters on broadcast stations, but beware of
continuing CDBS database bugs.

  CDBS BUG WATCH

  An "Incredible CDBS Database Bug" can be found by doing a
"City and/or State" FM Query on Springerville, AZ.  Once this
is accomplished, scroll down to the 503 kW Class A application
on 89.3 MHz with coordinates of 30-06-35, 109-34-26.

  Not only is the power a bit excessive (6 kW is the limit
for Class A stations), but the coordinates given are in Mexico,
not Arizona.  Que lastima!

  Check this out quickly, before the FCC fixes the bug (they
read the Communicator too).

  HIGH SPEED INTERNET ACCESS INCREASES

  At the end of 1999, there were about 2.8 million high-speed
internet lines in operation.  The FCC defines a high-speed line
as one which carries over 200 kbps in both directions.
