  REALLOCATED SPECTRUM - NEW OPPORTUNITIES

  A number of broadcasters are concerned about geostationary
satellites which will soon be broadcasting radio programs directly
to the public - "death stars" as the current birds are sometimes
called.  The bigger picture, however, is what will happen in the
not too distant future as large blocks of spectrum are reallocated
for wireless internet and other high speed datacasting
applications.  Completely new radio and TV services will emerge.

  The latest FCC spectrum reallocation action is aimed at
NON-GEOSTATIONARY satellites which will see large portions of the
earth's surface and offer many new communications opportunities:

  $10,000 FINE:  SOUTHERN CALIFORNIA STATION MOVES STUDIO-TO-
  TRANSMITTER ("STL") MICROWAVE LINK WITHOUT AUTHORIZATION

  One of our local stations changed studio locations and forgot
to inform the Commission that their STL had moved too.  When the
FCC conducted an on-site inspection and found the error, the
station owner was informed but continued to operate the equipment
anyway.  Big mistake.  For willful and repeated violation of
Section 301 of the Communications Act, the station was issued a
Notice of Apparent Liability for $10,000.

  The point of this story is to encourage you to check all of
your auxiliary licenses to be sure that all terms are correct.
Bill Zears of the San Diego FCC field office indicates that he
will be paying more attention to radio links of all kinds,
especially cross-border (U.S./Mexican) operations which appear
to be unlicensed.  These are growing like weeds.

  WILL YOU NEED A "MANDATORY FCC REGISTRATION NUMBER?"

  The FCC has proposed to amend its rules to require "persons
and entities doing business with the Commission" to obtain a
unique identifying number called the FCC Registration Number
(FRN).  Just where we will keep this number - along with our
PINs, social security numbers, cell phone numbers and countless
other numbers, is not specified.

  KEEP YOUR AUXILIARY BROADCAST DATA UP TO DATE

  We are having problems keeping the (SCFCC) data base up
to date with correct information.  Many stations have never filed
to modify (their) licenses.  Some are keeping old licenses
thinking that they are valuable in a sale of the station.  We have
tried to be nice about (it) but we are no longer going to protect
any system that is not licensed correctly.  The only way that we
can embarrass the station is to start publishing the names of the
stations that are not cooperating.  What are your thoughts?

  RETIRED: BILL BALL

  Bill Ball has retired from the FCC and moved to Alabama.
Man, who's left up there who knows anything about AM?

  What concerns me the most is that AM applications will of
necessity be "rubber-stamped" at the FCC.  No one will be looking
at them very closely.  If all the boxes are properly checked,
no one will really look at the engineering....
