  MANDATORY FILING FOR FCC FORMS 301, 314 & 315 ANNOUNCED

  The FCC has announced mandatory electronic filing for the
following FCC Forms effective February 15, 2001:

    Form 301, Application for Construction Permit
     For Commercial Broadcast Stations,

    Form 314, Application for Consent to Assignment of
     Broadcast Station Construction Permit or License,

    Form 315, Application for Consent to Transfer Control
     of Corporation Holding Broadcast Station Construction
     Permit or License.

  Paper versions of these forms will not be accepted
for filing after February 14, 2001 unless accompanied by
an appropriate request for waiver.

  EAS: TO OVERUSE IS TO ABUSE
  (PARTIAL RESPONSE TO EAS "COMMENT #1" IN CGC #430)

  Unfortunately, we already know what happens when EAS is used
for "frequent warnings."  Program interruptions start bothering
the audience as well as program directors.  It was for that reason
we came to an understanding with the Oxnard National Weather
Service office that repeat EAS warnings for the same event or
similar events in the same day were counter-productive.

  COMMENT ON THE F-18 PHOTO  &  TIP FOR THE FREQUENT FLYER

  That image (of the F-18 aircraft in CGC #429) has been making
the rounds.  A copy was sent to me about six months ago along with
about 20-seconds of home video shot aboard an aircraft carrier of
a fighter performing fly-by.  During this time, the plane entered
and exited that phenomenon several times.  Truly awesome.  The
F-18 photo is displayed and ID'd "U.S. Navy Photo" at:

  Mysterious code letters "E" and "P" began appearing in the
  Mass Media Bureau's Applications and Actions sheets two weeks
  ago (see below).  The letters simply indicate whether an
  application was filed electronically (E) or on paper (P).

  FCC staff members who use the Public Notices sometimes need
  to know which way the information was presented.
