  800 MHZ INTERFERENCE GUIDE

  The FCC's Wireless Telecommunication Bureau is offering a
"Best Practices Guide" for avoiding interference between public
safety and commercial wireless 800 MHz communications systems.

  FCC FORFEITURE WATCH (SELECTED ITEM)

  The FCC has fined Richard I. Rowland $10,000 for operating
an unlicensed FM radio station from Longwood, Florida.  The
FCC synopsis indicates that Mr. Rowland submitted to the FCC,
among other things, "copies of state constitutions, the Magna
Carta, the Mayflower Compact, and his birth certificate"
to further his ultimately unsuccessful arguments.

  SAN DIEGO C-BAND MICROWAVE INTERFERENCE: GONE FOR NOW

  The C-band interference reported in CGC #432 vanished on
Wednesday, February 7, at about 8 PM and failed to return "on
schedule" the following day.  Military radar was the likely
culprit.

  It now appears that all of the major CATV C-band receivers
in San Diego County were hit: Cox Cable, Time Warner, Daniels.
One report even came from Sherman Oaks.

  CGC Communicator readers sent about 15 e-mails to Robert
Lonn at Cox with lots of ideas and recommendations.  Robert
writes, "It was A BIG HELP!!!!  Thank you."  Their crew will
be better prepared if the interference returns, and their C-band
front end will be "hardened" with a passive bandpass filter.

  ABOUT THOSE UNUSUAL FCC URLs

  Question:  The FCC has some unusual web addresses; for example,
the CDBS database resides at http://svartifoss.fcc.gov....  What
is the origin of the word "svartifoss," and are there other exotic
FCC web addresses that you could tell us about?

  Answer:  All the "foss" server names like Gullfoss, Svartifoss,
Haifoss, Dettifoss, Hraunfoss, etc. come from Icelandic waterfall
names.  There are about 15 major waterfalls in Iceland, and we
have named about 7 of our servers after them so far.

  WATCHING THE 5.850-5.925 GHZ "DSRC" BAND

  In October 1999, the FCC released a Report & Order
allocating the 5.85-5.925 GHz band for use by Dedicated Short
Range Communications Systems ("DSRC") to provide intelligent
transportation services: Non-voice warnings to vehicles of
hazardous road conditions, etc.  The Commission deferred the
development of service and licensing rules.

  Now, many colorful ideas for the use of this band are emerging
including map and music updates, drive-thru payments (even at
private restaurants), rental car processing and Smart Card
Applications.  Because a large number of vehicles may eventually
be equipped with 5 GHz transceivers and broadcast-like activities
may occur, this proceeding bears watching:

  AMATEUR RADIO'S PHASE III SATELLITE:  STILL AT RISK

  Amateur radio's first high altitude satellite ("AO-40") is
"like a ship that's lying on a sandbar in the fog at low tide."
German hams overseeing the project say that AO-40 is "in the fog"
because its high angle with respect to the sun temporarily
prevents the sun sensors from providing attitude data.  It's "at
low tide" because the steep solar angle means less illumination
of the solar panels, and less energy produced.  And it's "on a
sandbar" because the satellite can't escape its rapidly spinning
condition without considerable effort.

  Now is the time to wait and see if a "de-spinner" program
works.  But even if that fails, by April, controllers reason,
the satellite's sensors will again see the sun and other
corrective measures can be taken.  The German team is optimistic.
