  XM (SATELLITE) RADIO TO DOUBLE POWER & MAKE OTHER IMPROVEMENTS

  XM Radio has been given FCC authority to significantly
improve its satellite system under an FCC Order & Authorization
granted March 16.  Besides doubling the output power, there
should be an approximate one-third increase in system capacity.

  URLs FLOW FREELY AT THE FCC  -  LOGJAM REMOVED

  Some notoriously slow URLs at the FCC have been speeded up
tremendously thanks to the removal of a software logjam.  Now,
you can click on links in the Daily Digest, and in the EDOCS
document searcher, and get results in seconds, not centuries.
One FCC staff member writes,

  "We FINALLY found the cause of a major bottleneck in the
database processing portion of the system.  Once found, it was
relatively simple to make the required fix with stunning
results....   As you can imagine, the poor performance of the
system has been very troublesome to all of us.... (not to mention
the users!) and this is a great relief.  Meanwhile, we have
several more upgrades in progress so I look forward to better
response and stability, and even an alternative site so we can
have true 24X7."

  BUT THERE IS A HITCH

  On Friday the 13th, the FCC announced that it would begin
"upgrading the Daily Digest system," and that the system would
be down until sometime Monday, April 16.  EDOCS will also be
affected, or totally down.

  The good news is that we should have much better service once
these pages are restored, assuming all goes as planned.  CGC
verified the performance improvements earlier this week and
the speed improvements were most impressive.

  RECONSIDERATION OF LPTV ITEMS

  In April 2000, the FCC released a Report and Order establishing
the Class A television service for low power stations.  Class As
will have "primary" status, thereby gaining a measure of
interference protection from full-service TV stations, even as
those stations convert to digital.

  In the just released "MO&O on Reconsideration," the FCC
disposes of various petitions for reconsideration, makes changes
to some of the rules, and clarifies other rules.

  AMENDMENTS TO THE AERONAUTICAL COMMUNICATIONS BAND

  The FCC has modified its Rules to accommodate Advanced
Digital Communications in the 117.975-137 MHz band, and
to implement Flight Information Services in the 136-137 MHz
band.

  MICROSOFT BACKS OFF

  In full-scale retreat, Microsoft has issued new terms of use
for its Passport website (which we mentioned last week).  It
looks like they have backed off, at least temporarily, from
siphoning off your creative thought and confidential business
information:

  MORE STARTLING NEWS FROM MICROSOFT

  Not long ago, Microsoft ("MS") rolled out some of its first
concrete plans for "Dot-Net" with the first products code-named
"Hailstorm."  Essentially, MS intends to replace packaged
software with "services" that are continuously delivered and
updated, sort of like rented software:

  We have nothing against Microsoft and use many of their
products at CGC, but this new direction would seem to threaten
the stability of computer platforms, open grand new opportunities
for hackers and push us all toward daily, ongoing, hand holding
with Microsoft, something that many of us would prefer not to do.
