  PUBLISHING EARLY - ENJOY THE NAB CONVENTION

  This edition of The CGC Communicator is being published
early for the benefit of those who are leaving for the NAB
Convention.  Look for the next regularly scheduled Communicator
on April 30.

  One item that will undoubtedly attract some discussion
at NAB '01 is the grant of the first LPFM station for south-
western California (see "Local Items from the FCC" below).

  And there should be plenty of room for any and all dis-
cussions because - as many of you know - CBS and possibly one
other TV network have chosen to boycott the convention this
year (ownership cap dispute).  They will be missed.

  EAS MEETING @ NAB '01

  The EAS Committee of the Society of Broadcast Engineers (SBE)
will hold an open EAS meeting next Tuesday, April 24.  The meeting
will be in Conference Room 12 in the Las Vegas Hilton Hotel, NOT
in the Convention Center itself.  The meeting will start at 1 p.m.
and end at 3 p.m....

  This meeting will be as close as we can get to the FCC EAS
SEC meeting (you) may have attended or heard about in the past.
The FCC has chosen not to send anyone from Washington to Las
Vegas.

  FCC FORFEITURE WATCH - SELECTED ITEM

  The FCC has tentatively fined Charter Communications VI, LLC,
$20,000 for repeated violation of the signal leakage standards in
its cable TV system, and willful failure to comply with a cease
operations order.

  KCET-DT REDUCES ON-AIR TRANSMISSION SCHEDULE

  KCET-DT, Public Broadcasting for Los Angeles, has reduced its
on-air transmission schedule due to the California power shortage
and the lack of sufficient high definition program material.
KCET-DT is now on the air from 3PM to 11PM daily instead of
24 hours/day.  According to CE Bill Burroughs, the reduced
schedule is expected to continue for the foreseeable future.

  FCC URL SPEEDUP CONFIRMED

  I've noticed the FCC's server is responding considerably
faster.  I index the FCC's website every weekend for the free
text search and "CiteSearch" at:

  http://www.hallikainen.com/FccRules 
    and
  http://www.hallikainen.d2g.com/FCC/FccRules/ 

  I currently retrieve something like 55,000 files from the
(FCC) website.  The indexing actually gets each file twice, the
first time building a list of URLs, and the second time building
the index.  It used to take most of a week.  It's now done in a
weekend.

  RE YALE ENTERPRISES

  Responding to the note about AE Yale in CGC #446:  Yale is
where I get the "white goop" (Dow Chem #738) that protects the
connections on tower antennas, rotor cable, etc.  They are the
folks who were able to find a product that was non-corrosive
and UV resistive.

  RESTRICTIONS ON USING CELL PHONES WHILE DRIVING?

  Rumors have abounded that there is a law in the State
of California that requires drivers using cellphones to use
headsets or other "hands free" devices.  Does such a law
actually exist?

  Our research suggests that there is no such law at the
federal, or California state or local levels.  Here, for example,
is a report entitled "Cell Phones and Highway Safety: 2000 State
Legislative Update" published by the National Conference of State
Legislatures:
