  FM PIRATE OPERATING ON 87.9 MHZ IN LOS ANGELES

  Just off the bottom end of the FM dial, a former San Jose area
pirate has moved into Los Angeles.  "Pirate Cat Radio" maintains
a dominant signal in the Hollywood/West Hollywood areas but is
easily heard much farther away.

  Ron Thompson writes that KLON (88.1 MHz) has been receiving
interference reports from listeners primarily in the Sunset/
La Brea areas since March.  The pirate's web site claims that
the station has been on the air since March 8.

  "Pirate Cat Radio" is using an answering service until it has
its own phone line.  The pirate, "Monkey Man," is asking for DJs
to sign up, so it seems that he's planning to stay awhile. In
fact, he might do just that.

  Shutting down an allegedly illegal operation is not as simple
as one might think.  A pirate that fails to voluntarily cease
operations must be forced to do so, but only after a legal
process that has the potential of dragging on for a very long
time.

  WWV SURVEY UNDERWAY

  The future of the WWV/WWVB/WWVH time and frequency stations
is to some degree in the hands of its users.  A user survey is
now underway and responses are due by September 30, 2001.  If you
use the WWV family of stations (your Radio Shack "atomic clock"
probably does), tell your story via their online questionnaire.

  The survey itself should take less than 15 minutes (and in
most cases less then 5 minutes) to complete according to NIST,
the National Institute of Standards and Technology.  You need
only fill out the sections that pertain to you.  The online

  ELECTROCUTION COMMENT

  After reading about the 13 KV accident (CGC #456), the story
reminded me about when I used to work with high voltage at Hughes
Aircraft.  The rules that applied then still apply now:

  * There is no such thing as an insulator; some things are
    simply better or worse conductors than others, and

  * Never work alone when you are working with high voltage.

  CHRIS HOMER LEAVES KWHY-TV

  Telemundo is currently setting up the first Spanish
language duopoly in Los Angeles.  During this process, the
KWHY-TV facilities will be merged with KVEA in Glendale.

  I will be departing KWHY-TV effective June 26, 2001.
I would like to wish everyone at the newly combined entity good
luck and will remember my time at KWHY fondly.  It was a
tremendous learning experience and a chance to make many new
friends. I hope to work with some of you in the future.
