PUBLIC INSPECTION FILE RULES SUSPENDED FOR 60 DAYS

The FCC has granted a 60-day waiver (effective October 25,
2001) of Rule 73.3526(e)(9) which requires that broadcasters
retain in their public infection files all written comments and
suggestions received from the public regarding operation of
the station. The FCC writes:

"The circumstances now prevailing are extraordinary, involving
as they do, a biological attack of as yet uncertain dimensions but
certainly directed, in part, against United States media outlets.
We are granting the waiver in order to minimize any public health
threat to station personnel."

INTERFERENCE FROM XM SATELLITE REPEATER FIXED

The Mt. Harvard terrestrial repeater for XM's digital audio
radio broadcasts has caused interference to government agency
receivers located at the same site. Rather than using filters
to solve the problem, a more expedient method was chosen: XM's
transmitting antenna was relocated and terrain shielded from
the government's antennas. Rocks provide great attenuation.

A photo of XM's first receiver on Harvard (recently replaced
with a rack mounted unit) is posted at:

  DO YOU REMEMBER EARL WILLHITE?

My father, Earl Willhite, was involved in Los Angeles
broadcasting and advertising from the 1950s through the 1970s,
and I am trying to write some biographical sketches for a family
book. I would appreciate hearing from anyone who knew my father
- I hope that there are still some stories yet to be told.

  Thanks, Rob Willhite

LISTENER REPORT ON XM SATELLITE RADIO

I have two XM Satellite Radio receivers, one in the house,
one in the car. The sound quality will spoil you. Over-the-
air FM Stereo sounds really bad in comparison, by whatever
criteria you choose. XM has more dynamic range, way better
transient response and separation, and way way less noise and
distortion.

For the first time since I moved back to SoCal in '95, I can
drive around without the constant distraction of multipath
(having to find the "sweet spot" at traffic lights). I live on
the back side of the San Gabriels, and Mt. Wilson just doesn't
cut it. Finally, I can cruise to the supermarket and enjoy some
tunes. There are no dead spots.

My prediction: XM will do to FM radio what cable did to TV.

FCC ISSUES 430 MHZ EXPERIMENTAL LICENSE FOR SOCAL

Hams in southern California are on alert after the FCC issues
an experimental authorization to Digital Wireless Corporation
("DWC") in Los Angeles to test its systems in the 420 to 430 MHz
Amateur Radio band. DWC is a manufacturer of secure, all-digital,
Internet-linked trunked and non-trunked dispatch radio equipment
that provides secure conversations and seamless network coverage
for business, government and military users. The grant (call
sign WC2XKK) permits DWC to operate within 5 km of their factory
in Los Angeles through February 1, 2003.

(Adapted from a story by ARNewsline - CGC has not verified
the points.)
