  SPECTACULAR METEOR SHOWER POSES RISKS TO SATELLITES

  This weekend's Leonid meteor shower is predicted to be one
of the most wonderful displays of shooting stars you're likely
to see for a generation.  On the other hand, the event will
cause genuine risks for communications satellites.

  The "shooting stars" will get underway about 1 a.m. Sunday
morning, PST.  Typically, meteors will appear all over the sky,
and this shower is no exception, but the Leonids will appear
to radiate from the eastern half of the sky (from our West Coast

  FCC CREATES THE HOMELAND SECURITY POLICY COUNCIL

  The FCC has announced the creation of a Homeland Security
Policy Council.  The Council's missions are:

  * to assist the Commission in evaluating and strengthening
measures for protecting U.S. communications services;

  * to assist the Commission in ensuring rapid restoration
of communications services and facilities that have been disrupted
as the result of threats to, or actions against, our Nation's
homeland security; and

  * to ensure that public safety, health and other emergency
and defense personnel have effective communications available
to them to assist the public as needed.

  EMP SHIELDING PETITION FILED

  Donald J. Schellhardt of Waterbury, CT, has requested an
amendment of the Commission's Rules relating to the shielding
of electronic equipment against acts of terrorism involving the
hostile use Electromagnetic Pulse (EMP).  EMP could bring the U.S.
to a grinding halt in an instant.

marks in the search box).  EMP was dismissed by the Commission

  XM SIGHTING: BOOSTER BOX FOR LA JOLLA SPOTTED

  It appears that La Jolla is about to become the recipient
of a ground-based booster for XM's satellite signal.  The
necessary transmitting equipment was recently delivered to Mt.
Soledad and is said to be in the installation stage.  If you
have 2 GHz receiving equipment on or near Mt. Soledad, beware!
