  NEW FCC SEARCH ENGINE AVAILABLE

  The FCC has announced a "powerful new commercial-style
search engine" which is available at:

  http://search.fcc.gov 

  Preliminary tests by CGC indicate that this is indeed a very
useful tool.

  NEW "AM QUERY" PROGRAM IS UP AND RUNNING

  The FCC's Mass Media Bureau has posted a new AM Query program
which gives the technical details on FCC-authorized AM stations,
and some foreign ones too.  The revised AM Query provides expanded
search capabilities comparable to those already available for FM
and TV Queries.  Users may print output as either one-line-per-
record, or by expanded-record containing tower and pattern
augmentation data.  The new Query uses current CDBS data.

  THE UNIVERSAL LICENSING SYSTEM (ULS) AND ANTENNA STRUCTURE
  REGISTRATION (ASR) ARE NOW COMPATIBLE WITH INTERNET EXPLORER
  AND NETSCAPE NAVIGATOR

  The FCC's Universal Licensing System (ULS) and Antenna
Structure Registration (ASR) programs are now compatible with
Internet Explorer 5.5-6.0, and Netscape Navigator 4.5, 4.51, 4.61,
4.7 and 4.75.  However, accessing the newly available features
with Internet Explorer requires Sun Microsystem's Java Plug-in,
which is NOT required for Netscape Navigator.

  THE MAXIMUM SIZE FOR ATTACHMENTS SUBMITTED VIA ULS & ASR
  IS 10 MEGABYTES

  The Wireless Telecommunications Bureau (WTB) has
announced that all attachments submitted via the Universal
Licensing System (ULS) and Antenna Structure Registration (ASR)
must be 10 megabytes or less.  This file-size limit also affects
applications submitted through Electronic Batch Filing (EBF).
Documents larger than 10 megabytes must be split into smaller
files and uploaded as two or more attachments.

  STREAMLINING THE "RADIO QUITE ZONE" RULES

  The FCC has issued a Notice of Proposed Rulemaking looking
toward streamlining the processing of applications affecting
areas known as radio "Quiet Zones,"  while continuing to ensure
that such Quiet Zones are fully protected from interference.
In California, there is only one such Quiet Zone, and it is
located at the FCC's monitoring station at Livermore.

  DAVID FISKE NAMED DIRECTOR, FCC OFFICE OF MEDIA RELATIONS

  David H. Fiske has been appointed as the Director of the
FCC's Office of Media Relations where he has served as Acting
Director since January.  He received a B.A. degree from  Wesleyan
University, and an L.L.B. from the University of Pennsylvania Law
School, and has considerable media relations experience.

  TRANSMITTER AND ANTENNA MODS AT KPFK, 90.7 MHZ, LOS ANGELES

  KPFK is the most powerful FM station on Mt. Wilson and in
southern California (110 kW ERP authorized).  Now, their main
and auxiliary antenna systems are being rebuilt.  See all of the

  KPBS-DT, CHANNEL 30, BEGINS OPERATION

  KPBS-DT, Channel 30, San Diego, inaugurated regular program
service at 8 p.m. PST on Wednesday, November 21, 2001.  The
station's transmission facilities are maximized with an ERP of
350 kW at 567 m (1860') HAAT....

  At the present time, KPBS is providing a full-time (20 hours
daily) HD program service using the 720p format.  A Snell &
Wilcox HD6200 performs the necessary 1080i/720p cross-conversion.
At the same time, we are simulcasting our NTSC program service
in 480i SD.  These are mapped to channels 15-1 and 15-2
respectively.  KPBS is using Motorola/GI encoding equipment.

  All credit is owed to all of the KPBS engineering team, but
especially transmitter guru Tom Oaklund and Acting Chief, Leon
Messenie, for their Herculean efforts in making this possible!

  TOWER CASE GOES TO THE N.H. SUPREME COURT

  Our case to construct a new 50kw AM station in Lebanon, NH
has been accepted by the New Hampshire Supreme Court.  If we win
at [that] level, all those with an interest in towers win....

  We are looking for help from those who might want to file as
a "friend of the court" in this matter.  Send me your e-mail or
fax number and I'll fax you a 12 page court document showing the
issues that we are appealing.

  Just the fact that the Supreme Court has accepted this appeal
is VERY SIGNIFICANT in that they normally do not accept 5 out of
6 appeals.  Please help.

  MORE ON EMP

  Mike Newman, of CSI Telecommunications, San Francisco,
points out that there are a number of ANSI standards regarding
electromagnetic pulse ("EMP") such as:

  The problem is that ANSI (and IEEE) standards lack legal
clout.  However, the FCC could incorporate them into law,
much as it has already done in the human exposure to RF arena.

  XM's AUTOMOBILE RECEIVING ANTENNA NEEDS A BETTER GLUE

  Helen Jones, an XM satellite listener from the Temecula area,
says that the XM receiving antenna has "come unglued" from her
car window twice now.  Have any other XM listeners experienced
similar problems?

  Helen gave her XM radio a good workout crossing the Arizona
desert recently, and said that the reception was terrific until
the "part inside the window" fell off.  Next trip to the service
shop, she plans to take her own glue!

  This is a very interesting and useful site.  It's also
accessible from the conventional Google address by clicking
on the word "Images" at the top of the page.

  NATIONAL WARNING ARCHITECTURE

  Throughout the U.S. there are a number of public warning
systems, many of which we take for granted.  These systems use
a variety of technologies and procedures and there is no
coordination between them.

  The National Warning Architecture (see below) provides
a mechanism to enter a warning once, and to then have it
disseminated through a network of warning systems, if appropriate.
