  QUERIES RECEIVE MAJOR MAKEOVER

  The Wireless Telecommunications Bureau has announced an
extensive redesign of the Antenna Structure Registration (ASR)
Application Search and Registration Search queries.  The redesigned
queries can be found at <http://www.fcc.gov/wtb/antenna>, and the
one "test search" conducted by CGC worked easily and flawlessly.

  FCC TO HOLD INFORMATIVE MEETING ON THURSDAY, JANUARY 17

  The FCC will hold an Open Meeting on Thursday, January 17,
2002, at 6:30 a.m. PST.   The meeting will focus on a
comprehensive review of FCC policies and procedures by the
Commissioners and senior agency officials.

  Presentations will be made in three panels consisting of:
(1) the Chiefs of the Mass Media Bureau, the Cable Service Bureau
and the Common Carrier Bureau, (2) the Chiefs of the Consumer
Information Bureau and the Enforcement Bureau and (3) the Chiefs
of the Office of Engineering and Technology, the International
Bureau, and the Wireless Telecommunications Bureau.

  The audio portion of the meeting will be broadcast live on
the Internet via the FCC's Internet audio broadcast page at

  ITU FM DOCUMENT AVAILABLE ON THE WEB

  A copy of the ITU-R document on "Planning Standards for
Terrestrial FM Sound Broadcasting at VHF" has been posted on
the web by Bext at:

  Although a European planning body, their recommendations
for minimum usable field strength, radio frequency protection
ratios for both monophonic and stereophonic service (including
carrier frequency differences greater than 400 kHz), modulation
conditions and channel spacing are of general interest.

  Their recommendations are based on real world tests with
different classes and qualities of FM receivers.

  AFFECT KUSC(FM) WITH SQUEAKS, CHIRPS, POPS AND DROPOUTS

satellite reception problems which may or may not be related

  NO UL RATING COULD CAUSE INSURANCE PROBLEMS

  I recently became aware that one of the imported brands of
cable (mic & coax) has no UL approval.  If you look at the
screened marking on the cable, an approved cable will have the
UL designation printed there.  This could prove to make things
rather sticky with your insurance carrier if there's a fire.

  NEW NOAA WEATHER RADIO VOICES COMING SOON

  According to a contact at NOAA, San Diego is slated to
receive new automated weather radio voices in June 2002.  See

  XM COMMENT #3

  I saw the comments from Greg Ogonowski concerning XM radio,
and I must concur. The digital swishiness on the high end is
really glaring to me, on almost all material.  I noticed it
immediately.  Adjusting tone controls just made it worse.

  I am of the opinion that present state of the art does not
successfully allow for this amount of bit reduction, and may
never.  However, while I would have a tough time enjoying
listening to it and I will probably never buy an XM Radio
receiver, the truck driver in whose truck I heard the system
was of the impression that it sounded fine to him.  Go figure.

  [Could it be that "digital is at it's best when it
  approaches analog quality?"  This curious remark, attributed
  to an anonymous Sony engineer in (HDTV) TechNote #95, provides
  an important but sad benchmark by which to gauge both
  television and audio digital compression schemes.  -Ed.]

  XM SATELLITE RADIO COMMENT #4

  I subscribed to Music Choice (45 channels of commercial free
'CD Quality' music) carried on [a local CATV company] and Direct
TV, among others.  However, I was never fully satisfied since
there was always a loss of dynamics and missing brilliance on the
high end.  After reading some of the comments in your newsletter,
I can see why.

  Instead of 'CD Quality,' they should describe these services
as 'FM Quality' for that is indeed what they sound like.  I now
have this music on CD and it is much more enjoyable to listen to
that way.  I suppose, for background or noisy environments, these
services fit the bill nicely.

  One of the pictures I saw of the XM facilities showed racks
full of 100 audio processors from Omnia which are of course used
extensively in FM radio stations.

  I am glad that CDs are linear.  All of this other digital stuff
with compression, etc. can never fully measure up.

  XM COMMENT #5

  Just returned from a trip to Phoenix, and if it wasn't for
XM, the trip would have felt twice as long.  I just read the
comments from the two gentlemen in CGC #494, and think it's
important to separate the technical transmission issues from
the sound quality the average listener perceives.

  From my perspective, a person that just enjoys music -
very little talk, if any, and "NO COMMERCIALS" on the channels
I listen to - I don't notice or care if the music isn't CD
quality.  All I know is, I haven't listened to my AM/FM radio
or CD player since I had my XM satellite radio installed several
weeks ago.

  PHOENIX ENGINEERS LOOK FOR XM INTERFERENCE TO TV ENG FEEDS

  After being hit by spread spectrum interference to ENG
feeds, Phoenix, AZ television engineers have conducted tests
with XM's local terrestrial transmitter.  The bottom line:
XM's operation appeared to be clean.  The interference had
earlier been traced to a transmitter in the Titan Towers/
A-Communications building, and it appeared that XM's operation
did not compound the problem.

have reduced my ham radio line noise level (full scale most of
the time) to unmeasurable at present!  I am most appreciative.
