  EAS RULES AMENDED - MAJOR CHANGES
  The FCC has adopted a Report and Order ("R&O") amending
major provisions in the Emergency Alert System ("EAS") rules.
Following are some of the more important changes:
  * increasing the time period within which Required Monthly
    Tests of the EAS must be retransmitted to 60 minutes (was 15),
  * changing the minimum acceptable modulation level to 50%
    (was 80) with the understanding that stations should still
    run the maximum amount of modulation practical, and
  * adopting a new Child Abduction Emergency event code which
    may be used to activate AMBER Plans for missing children
    (your P.D. will be thrilled with this one).
  The new rules become effective 30 days after publication of
the R&O in the Federal Register, so don't jump the gun.

  BREAKING THE FM BROADCAST APPLICATION LOGJAM
  The FCC has released the full text on its Second Further
Notice of Proposed Rulemaking offering proposals to award
construction permits for commercial FM spectrum (92.1-107.9 MHz)
in which both commercial and non-commercial applicants have
expressed an interest.

  FCC DEMANDS TRUTHFUL STATEMENTS IN ALL CASES
  The FCC has issued a Notice of Proposed Rule Making
to broaden the scope of its existing Rule 1.17 as follows:
  (1) to require truthfulness in oral statements made to the
  Commission, not just written statements;
  (2) to include all persons making statements to the
  Commission, not just individuals regulated by the FCC;
  (3) to prohibit incorrect statements or omissions that
  are the result of an intent to deceive, or negligence;
  (4) to make clearer that the rule covers statements made
  to the Commission in all contexts.

  FCC FORFEITURE WATCH - SELECTED ITEM
  In October 2001, the FCC issued a $7,000 fine to Lightning
Electronics, Inc., Miami, FL, for the marketing of non-compliant
high-power cordless telephones.  The Commission has now affirmed
the fine since Lightning did not respond.
  If payment is not made soon, the FCC says "the case may be
referred to the Department of Justice for collection...."

  FCC ISSUES A WARNING ON FLASHING CELLULAR ANTENNA DISPLAYS
  A popular accessory for cellular telephones is a flashing
light on the tip of the antenna that shows when the phone is
transmitting.  While the lights themselves are thought to be
harmless, the in-store display used to excite the lights can
cause interference within the cellular frequency bands.  Vendors
operating Flashing Cellular Antenna Displays are asked to turn
these devices off immediately.

  A NEW PIRATE FM TRANSMITTER?
  In the February Issue of Radio Guide is an article (not
an ad) for a portable FM stereo transmitter, complete with URL:

  On the website, [the C. Crane device is] plugged as "a great
first step to open your own low power FM Radio Station."

  FCC INTERESTED IN THE TRANSMITTER MARKETED BY C. CRANE
  The FCC has "never issued a certification for C. Crane Co."
for the device mentioned in Rick Sietsema's letter, according
to a Commission staff member.  However, "that doesn't mean that
the transmitter hasn't been certified under Part 15 for some other
applicant."  Time will tell.  The matter has raised the interest
of Commission staff.
  The website mentioned in Rick's letter implies that the
portable FM stereo transmitter is for pirate use, meaning that
it probably operates at excessive (beyond Part 15) power levels.

  PAUL BARTLETT PASSES AWAY
  Another pioneer California broadcaster has died.  Paul
Bartlett, who founded Fresno's 940 AM (KFRE) in 1942, 93.7 FM
(now KSKS) in 1947, and Channel 30 TV (now KFSN) in 1956 passed
away January 13 at his Fresno home after suffering from
complications due to a fall.  He was 86, and had lived in Fresno
County since 1924.  Those who knew and respected him know Paul
was never afraid to voice his opinion.  In his retirement years,
Paul Bartlett became a strong advocate of passenger rail
transportation in his home town.

  Barry Mishkind advises us that another pleasing alignment of
calendar and time digits will occur in 110 years, on December 21,
2112 at 9:12 pm.  Using the numbering scheme suggested by Jerry
Plemmons in CGC #501, the digits will read "2112, 2112, 2112."
  Hope no one missed the nine wonderful binary days of 2001,
from 01/01/01 to 11/11/01, and the other nine in 2000.
