  MARCH 25 - FCC INTERNAL REORGANIZATION - MEDIA BUREAU CREATED
The FCC's Mass Media and Cable Services Bureaus will combine
and become the Media Bureau on March 25, Ken Ferree, Chief.
Some other bureaus will be reorganized as well.

  XM PATENTS TECHNOLOGY TO INSERT LOCAL SPOTS
  XM Satellite Radio has patented a process that would allow
its repeaters to transmit locally originated material.
  In a letter to the Commission, NAB stated: "To put it bluntly,
while XM was telling the Commission that it had no plans to use
the repeaters other than to fill gaps, it was actively developing
technology specifically intended to provide locally differentiated
material."

  ANTHRAX UPDATE
  The FCC stopped all U.S. Postal Service (USPS) mail deliveries
to its mail room in Capitol Heights, MD on January 30, 2002,
following the discovery of a trace of anthrax during a routine
test.  Decontamination and retesting of the facility are now
complete, and the Commission expects the processing and delivery
of all backlogged mail to be completed by March 29, 2002.

  EXTENSION OF TIME: MULTIPLE OWNERSHIP OF RADIO STATIONS
  In the matter of rules and policies concerning the multiple
ownership of radio stations (and other matters), the deadlines
for Comments and Reply Comments have been extended to March 27
and April 24, 2002 respectively.

  FCC FORFEITURE WATCH - SELECTED ITEM
  In this Forfeiture Order, the FCC issues a $5,500 fine
(reduced from $20,000) to Northeast Utilities (NU) for having
willfully and repeatedly failed to properly disclose that it had
been convicted of felonies.  NU holds various land-mobile and
microwave licenses, hence the connection to the FCC.
  On September 27, 1999, subsidiaries of NU pleaded guilty to six
counts of violating the Clean Water Act and 19 counts of violating
the Atomic Energy Act by submitting false and inaccurate operator
license applications to the Nuclear Regulatory Commission.  Each
company was ordered to pay a $3.35 million fine in those cases.

  TOM KOZA AND DENNIS MARTIN ON THE MOVE
  Tom Koza has left KPWR(FM) after 17.5 years and will now
oversee the engineering department for the five Los Angeles area
stations owned by Hispanic Broadcasting Company ("HBC"):  KLVE,
KSCA, KRCD, KRCV and KTNQ(AM).  Tom put it simply: "The folks
at HBC made me an offer I just couldn't refuse," and he's excited
about the change.
  Dennis Martin has become the new CE for both Emmis radio
properties in L.A. (KPWR & KZLA).  He has already been Chief at
KZLA for a number of years, so the transition should be smooth.
Congratulations to both gentlemen!

  RE THE EAS RULE REVISIONS: SOME EAS GEAR MAY BECOME SURPLUS
  As I read the FCC release's last sentence [amending the EAS
Rules], they removed the requirement for totally simulcast
stations to have EAS equipment.  This comes some eight months
after the expiration of waivers to grant exactly that for those
stations who were in that state (fully simulcast satellites) when
the new EAS rules first took effect.  In other words, now that
KUSC(FM) has spent the funds to completely equip each of its
satellite stations with a full EAS complement, the rules change
so that they don't have to!
  And now that it is installed, they will probably have to meet
all the logging requirements unless they remove the equipment!

  INFORMATION WANTED
  Would appreciate information on West Coast 2-way radio
service shops for a website and book; specifically: history circa
1949-1970 of Motorola, RCA, GE, etc. repair shops and dealers
(owners, dates, areas served).  Also seeking sales brochures, MSS
or shop directories, old manuals and radios, and used radio dealer
sales brochures (i.e. Mann Communications, Gregory Electronics,
Spectronics, etc.) covering that time frame.  Copies are okay.
If you worked in the 2-way industry back then, I'd like to hear
from you.

  LIGHT HALTED IN A CRYSTAL
  Last year, for the first time, scientists slowed light pulses
to a halt and briefly stored them in a gas before permitting them
to reemerge at normal speed.  Now, the same delay-line action has
been obtained in a solid - a special supercooled crystal.  Yellow
light has been stored for up to 0.5 milliseconds, and released
"upon demand" by hitting the crystal with a second laser beam.
