  FCC SEEKS CUSTOMER INSIGHT INTO THE "ELECTRONIC
  LICENSING EXPERIENCE"
  The FCC is working on ways to improve its electronic
licensing systems, and is seeking "customer insight into the
electronic licensing experience."  The Commission wants to hear
your electronic licensing system experience, including filing
a licensing application, customer assistance available for
licensing systems, availability of application status, look and
feel of Internet filing, CDBS issues and any other topics
important to you concerning FCC licensing systems.
  Comments are due to <Syscomments@fcc.gov> by March 28.

  USE THIS OPPORTUNITY TO COMMENT ON THE MANY CDBS SHORTCOMINGS
  The FCC's Consolidated DataBase System (CDBS), introduced
in January 2000 to list the technical parameters of AM, FM & TV
broadcast allocations and authorizations, continues to be plagued
with serious errors and omissions.  If there is one comment that
you could make to the FCC in the "electronic licensing experience"
proceeding mentioned above, it would be that the FCC should
appoint a full-time task force to root out the remaining CDBS
bugs.
  Remember, comments are due by March 28, this Thursday.

  AM IBOC TO BE RECOMMENDED FOR DAYTIME USE ONLY
  The group of engineers evaluating Ibiquity's AM IBOC system
reportedly plan to recommend that the AM system be used during
the day only, this to avoid the creation of interference at night.

  BLU-RAY DISC (27 GB) & THE TAPESTRY HOLOGRAPHIC DISC (100 GB)
  Nine leading companies have announced that they have jointly
established the basic specifications for a next generation large
capacity optical disc video recording format called "Blu-ray
Disc."  The Blu-ray Disc enables the recording, rewriting and play
back of up to 27 gigabytes (GB) of data on a single-sided single-
layer 12cm CD/DVD size disc using a 405nm blue-violet laser.
  Just when this consortium of Japanese electronics manufacturers
thought they had the answer to everyone’s disk storage issues,
InPhase Technologies announced that it will demonstrate the
world's first holographic video recording system at the NAB.  The
InPhase system, called Tapestry (TM), will demonstrate holographic
read-write functions for broadcast-quality video.  The Tapestry
system is expected to come on market in the fourth quarter of
2003, and will initially hold 100 GB of data.

   WKFT(TV) TOWER FALLS
  An 1,800-foot-tall tower for WKFT-TV, Channel 40,
Fayetteville, NC, was toppled March 14 after a single engine
plane apparently clipped one of the guy wires.  Pilot David
Dollar, age 27, was killed.  Federal investigators are looking
into the accident.
  Dollar was transporting bank checks and other documents to a
processing facility.  Witnesses said that paperwork was scattered
everywhere.  A woman and her son collected two garbage bags full
of documents, which they said included canceled checks, titles,
deeds and inter-office mail, all postmarked from Winterville,
North Carolina.

  KKEZ(FM) TOWER COLLAPSES
  The 640-foot radio transmission tower for KKEZ(FM), Fort
Dodge, IA, has collapsed according to a Messenger news article
(see below).  Officials do not believe that weather was a factor.
The collapse is being investigated as a possible act of vandalism
(cut guy wire/s).
