  FCC WEB/E-MAIL/E-FILINGS/TELEPHONE TO BE INTERRUPTED
  Starting at 6:00 p.m. PST on Friday, April 5, through
10 a.m. PDST on Sunday, April 7, 2002, access to various
electronic filing systems of the FCC will be interrupted
while preventative maintenance is performed.
  In addition, access to the entire FCC web site, electronic
databases and other information, and telephone service, will be
interrupted.  Electronic mail sent to the FCC during this time
will be queued for delivery when the system is restored.

  FCC FORFEITURE WATCH - SELECTED ITEM
  It all started innocently enough:  The FCC's San Diego
Field Office conducted an inspection of KDAP(AM) in Douglas,
AZ after receiving information from the Enforcement Bureau's
High Frequency Direction Finding Center that KDAP(AM)'s carrier
frequency was in violation of Section 73.44(b) of the Rules.
  What the FCC found in that on-site inspection was 10 different
rule violations including the following: being off frequency;
failure to provide a copy of the station's antenna resistance and
reactance measurements during an inspection; failure to have the
proper monitoring equipment installed at the duty operator
position; failure to conduct annual equipment performance
measurements; and failure to maintain a public inspection file.
The fine of $15,000 was recently affirmed by the FCC.

  FCC & HAM TEAMWORK
  If you have ever wondered what kind of interference case
the FCC considers as high priority, read this posting.  On the
weekend of March 10, the FCC and ham radio operators worked
together to track down a jamming transmitter that was operating
on Fallbrook's primary fire dispatch frequency.  The case takes
a number of interesting twists and turns, and highlights the
dedication of both the FCC and the amateur radio fraternity to
work together to resolve a public safety interference case.

  Your headline "USE THIS OPPORTUNITY TO COMMENT ON THE MANY
CDBS SHORTCOMINGS" hits it on the head -- CDBS stands for
Consolidated Data Base Shortcomings.
  In typical government fashion, there is a filing deadline
to the comment period; however, the Commission needs to keep
the e-mail address open longer to receive comments on the CDBS
shortcomings.  March 28th is not reasonable.  Many of us could
write volumes.  Maybe the FCC doesn't want to hear about it.
