  MOTOROLA INTRODUCES NEW TYPE OF DIGITAL RECEIVER -
  MIGHT CONFUSE THE IBOC/IBAC MARKETPLACE
  Motorola claims its new "symphony" chipset will make a radio
sound better than analog and enlarge a station's coverage area
without having to resort to IBOC/IBAC.  The company is calling
its invention "a disruptive technology" that "raises the bar
as to whether IBOC makes sense," said John Hansen of Motorola.
  As one observer put it, "The real key is how much they
confuse the market and dilute the definition of digital radio."

  PROPOSED AMENDMENT OF PARTS 2, 25 AND 87 OF THE FCC'S RULES
  By this action, the FCC proposes to amend Parts 2, 25, and
87 of its Rules in order to implement various allocation decisions
from several World Radiocommunication Conferences ("WRCs")
concerning the frequency bands between 28 MHz and 36 GHz, and to
update its Rules in this frequency range.  The proposal includes
"deleting unused and limited fixed-satellite and broadcasting-
satellite allocations from the band 2500-2690 MHz."  A few items
of interest to Amateur Radio operators are included as well.

  PERSONAL LOCATOR BEACONS TO BE ALLOWED ON 406.025 MHZ
  The FCC has issued a Report & Order to provide for licensing
individual 406.025 MHz Personal Locator Beacons ("PLBs") by rule,
and to require mandatory registration of 406 MHz PLBs with the
National Oceanic and Atmospheric Administration (NOAA).
  A 406 MHz digital PLB signal contains information on the type
of emergency, the country and identification code of the beacon in
distress, and other information to facilitate search and rescue
operations.  Further, 406 MHz distress signals can be stored on-
board COSPAS/SARSAT satellites and then later retransmitted to a
ground station, thus eliminating the "blind spots" that exist
with the older 121.500 MHz and 243.000 MHz EPIRBs and ELTs.

  FCC FORFEITURE WATCH - SELECTED ITEMS
  A firm called Lightning Electronics, Inc. has been fined
$7,000 for marketing unapproved long-range cordless telephones.
Some of the phones reportedly had spurious emissions on aviation
frequencies, while others were specifically designed to operate
in the aviation band (not smart).  The FCC's investigation has
resulted in the issuance of several citations, NALs and Forfeiture
Orders by the Enforcement Bureau.

  SCOTT BEELER DECEASED
  Broadcast equipment sales executive Scott Beeler was found
dead after his car apparently went off an embankment in the
Cincinnati area last week as he was returning from a meeting.
  Beeler was well known to the radio engineering and
manufacturing communities from his work as director of worldwide
sales for antenna company ERI and, before that, for Harris Corp.
and Allied.  He was Steve Keating's boss when Steve was southern
CA sales manager for Harris.  As Steve put it, "We were great
personal friends, he was a great salesman and individual and he
will be missed."

  An entity calling itself Free Radio San Diego has announced
plans to begin broadcasting on October 13, at around 7 PM, on
96.9 MHz.  The transmitter location and parameters are unknown.
