  SKELETAL NEWSLETTER
  This special edition newsletter is designed to catch
up on FCC items published in part during the NAB Convention.
The CGC Communicator will resume its normal publication

  FCC RESOLVES COMMERCIAL BROADCAST SPECTRUM ISSUE
  The FCC has released new procedures to allocate and license
commercial broadcast spectrum (e.g. 92.1 - 107.9 MHz) where
conflicting commercial and noncommercial uses are proposed.
Since most new FM and TV channels can be used for commercial
purposes and would be affected by non-commercial proposals,
this decision will have widespread implications.
  The Commission has also declined to expand - as part of this
proceeding - the noncommercial educational ("NCE") FM broadcast
band beyond its current limits of 88.1 - 91.9 MHz.  Specifically,
TV Channel 6 (82 - 88 MHz) will not be used for NCE radio, nor
will the upper end of the current NCE band be expanded to
93.9 MHz.  The expansion issue could be revisited in another
FCC proceeding, however.

  FCC FILING OF MORE THAN ROUTINE INTEREST
  On March 26, the Citizens Broadcast Band Discussion Group
filed remarks in the Matter of Petition for Notice of Inquiry
(NOI) Regarding the Establishment of a New Broadcast Band.  No
details are available in the following FCC announcement.

  FCC FORFEITURE WATCH - SELECTED ITEM
  A $9,000 fine against WRKQ(AM), Madisonville, Tennessee,
has been affirmed by the Commission.  WRKQ allegedly failed
to identify itself by call sign (at least some of the time),
operated at night with daytime power and failed to adequately
attenuate its second harmonic.
  WRKQ operates on 1250 kHz.  Its second harmonic falls squarely
on WWV's authorized frequency of 2.5 MHz.  The FCC measured WRKQ's
second harmonic at only -55 dBc whereas -70 dBc is required for
the TPO involved.

  OK, I admit it:  The "VLFS" phone story in the last newsletter
was my contribution to April 1st foolery and buffoonery.
  The pay phone itself is real, and is located in Hollywood
on El Centro between Hollywood Blvd. and Selma Ave.  The "loop
antenna" was an old support for a circular sign that was retired
when its owner moved away years ago.
  There!  I've come clean, and I remorsefully pledge to never
engage in that kind of misdirection again - this year.  The "VLFS"
