  FCC PROMOTIONS FOR JIM BRADSHAW AND ED DE LA HUNT
  The FCC has promoted James Bradshaw and Edward De La Hunt to
the positions of Deputy Chiefs (Engineering), Audio Division of
the Media Bureau.  The Audio Division regulates AM and FM
broadcast radio services, as well as FM translator and booster
stations.
  According to Ken Ferree, chief of the Media Bureau, "Ed
and Jim have a tremendous record of service at the FCC.  Their
expertise and hard work allows the Audio Division to process
thousands of filings each year.  I look forward to working with
them in their new roles."

  COMMENT PROCEDURE FOR BPL
  The FCC recently released a Notice of Proposed Rule Making
on Broadband over Power Line (BPL), referencing both the newly
created Docket 04-37 and the existing Docket 03-104.  The
Commission now says that comments need not be filed separately
on both dockets.  Instead, you may file only one set of comments
(and/or reply comments) in Docket 04-37 and your comments will
automatically apply to both proceedings.

  GARY GRAY RETIRES AS CHIEF TELECOM ENGINEER FOR ORANGE COUNTY
  Effective March 31, 2004, then having accumulated 40.58374
years of service with the County of Orange, and after surviving
"the system" to become Orange County's most senior employee, I
will be retiring from Orange County service.  This was a difficult
decision for me, as Orange County has been my "home" for the vast
majority of my life.

  A WEALTH OF SURVEY RESPONSES
  Many thanks for the responses to our reader survey published
in the last CGC Communicator.  An unexpectedly large volume of
letters arrived and we haven't had time to study them all.
  We did, however, notice a number of suggestions for our
local SBE chapters, assuming they wish to take over our
Letters/Photos/Job Shoppe sections come July 1.  Hold your
thoughts for now.  Let's give the chapters time to consider
and discuss our proposal.  If and when they invite comments,
we'll let you know.
  Again, thanks for the terrific batch of thoughts,
observations and plain ol' thank you notes.  We can't wait 
to read them all.

  A NEW SBE CHAPTER (RENO) IN THE START-UP PHASE
  Tim Stoffel from KNPB-TV is working to set up a Reno area SBE
Chapter.  Broadcast engineers, technicians, students and those

a goal of at least ten members in time for the Reno NAB roadshow

  WHAT'S THIS?  A PIRATE AM/FM COMBO?
  For a year, there has been an alleged AM pirate on the air
in Victorville at 660 kHz with a pretty good signal.  It is my
understanding that the FCC has asked them to shut down, without
results.  The station has quite a log full of local businesses
that are paying "one dollar for a holler" according to the
on-air solicitation for new clients.
  Recently, on a Sunday afternoon, I tracked down spurs coming
from the station that were causing interference to KEZY on 1240
in San Bernardino, and measured 80 mv/m in most areas of downtown
Victorville.  And, the station also appears to be simulcasting
an FM signal that alternates between 90.3 and 91.3 MHz.  I called
some of the businesses that are buying time on this "combo"
operation.  They had been under the impression that the station
was licensed.

  AMATEUR RESTRUCTURING PROPOSALS - COMMENTS DUE SOON 
  According to the ARRL, their amateur radio restructuring
proposal, and that of the VEC, are before the FCC and have been
given RM numbers.  The ARRL proposal is RM-10867, and the VEC
proposal is RM-10870.  Comments are due by April 24th and can be
filed on-line through the FCC Electronic Comment Filing System.

  THE CART MACHINE LAMP
  I loved the pix of the ITC cart machine with the lamp
(CGC #620).  I must mention that, while at KOGO/KLZZ, San Diego,
back in the 80s, Dan Steves and I took a spare 892-R triode that
was in storage for the RCA BTA-5F and put a lamp shade on top,
and added a plaque for Ed Shadek to the band that had the handles
on it.  If Ed only had 220v in his living room and space for a
big filament transformer!

  NAB showgoers will have to wait until next year to ride
the new monorail in Las Vegas.  Broadcasters won't be used
as the "test load" after all, probably a wise decision.

  MOTOROLA TO OFFER CELL PHONE WITH WORLDWIDE CAPABILITY
  A cell phone that can be used most places in the world will
be offered by Motorola during the second half of this year.  The
handset is compatible with the GSM networks used throughout
Europe, as well as the CDMA standard that is popular in the U.S.
and Asia.

  NEVER UNDERESTIMATE THE VALUE OF CB RADIO
  Complaints about interference from a citizens band radio led
police to the home of one Vernando Malone of South Bend, Indiana.
Turns out that police had been looking for Mr. Malone for other
reasons, so this was a lucky find.  He has now been charged with
forgery and theft in connection with an alleged scheme to
fraudulently order large numbers of cell phones from Nextel and
Motorola, activate them with a home computer, and then sell them
on the street at discounted prices.
