  UNLICENSED OPERATION IN THE TV BROADCAST BANDS
  Washington: A Notice of Proposed Rulemaking regarding
unlicensed operation in the TV broadcast bands will be considered

  WIRELESS BROADBAND ACCESS TASK FORCE CREATED
  The FCC has announced the formation of a Wireless Broadband
Access Task Force to promote the growth of both licensed and
unlicensed wireless broadband services.  Chairman Powell wants
to extend the reach of broadband services to underserved areas,
and to provide increased competition in areas that already have
broadband access.

  FCC FORFEITURE WATCH - SELECTED ITEM
  The FCC has affirmed a $4,000 fine against educational
television Station KALO (TV) (formerly KAIE (TV)), Honolulu,
Hawaii, for broadcasting from an unauthorized transmitter site.
The fine was affirmed after the licensee did not file a
response to the FCC's Notice of Apparent Liability issued in
October 2003.

  95.3 MHZ LIGHTS UP NEAR TECATE, MEXICO
  Yet another new radio station in Mexico is now being heard
in San Diego.  It is at 95.3 MHz and is apparently properly
coordinated with the U.S. for a mountaintop site about 17 miles
south of Tecate, Mexico.  According to one report, the allocation
sprang to life on or about April 23, 2004, and Spanish language
programming is being used.

  TWO HATES IN TECATE
  Tecate now has two FM stations with similar call signs and
frequencies according to the FCC's CDBS database:
  XHATE-FM on 95.3 MHz
    and
  XHATEFM on 99.3 MHz.
  CGC has asked the FCC to double check the official Mexican
notification letters since the similar call signs will confuse
the unwary.

  STATUS REPORT ON SAN DIEGO BROADCAST ENGINEER JACK RABELL
  This status report is from Doug Herman, as forwarded by
Dick Warren on Sunday, May 9, at 9 p.m.:
  "Sheila Rabell just called and Jack is not improving.  He has
developed another pneumonia and in addition to the massive fluid
retention is still on life support.  A procedure the doctors want
to do is impeded by the fact he needs to be on his stomach and
they don't seem to be able to safely turn him over.  Ever hopeful,
Sheila asks we keep a good thought and a prayer.

  AN INFORMATIVE LOOK AT US/MEXICAN BROADCASTING ISSUES

cross-border dispute over those new Mexican AM stations that have
been authorized near Tijuana: XEKTT, XESS & XESDD.  With Mexico
now counter-objecting by claiming that a large number of U.S.
stations (AM and some LPTV) were never properly coordinated,

  CAN DSRC BE USED FOR BROADCASTING?
  Bob Gonsett recently asked an expert on Dedicated Short
Range Communications ("DSRC") - the new system being developed for
vehicular communications - if the system could carry hi-fi audio
broadcasts, and therefore bypass (or augment) traditional over-

  FM TRANSLATOR K253AD COMING TO OCEANSIDE AND VICINITY
  Chris Carmichael tells us a bit about the FM translator
CP recently granted to Educational Media Foundation (CGC #630).
The plan is to receive KLVJ, 100.1 MHz, Julian, and relay it
onto 98.5 MHz for the benefit of Oceanside and vicinity.
Chris writes, "Ten screaming watts of power.  The proposed site
is 2305 Sunny Creek Road, Carlsbad.  The station is about 214
feet above sea level, on a Verizon Wireless facility."  For more:

  SOME PIRATES JUST WON'T GO AWAY
  That Lancaster pirate (87.9 MHz) has been on the air for
about four weeks from a small business right across the street
from the Lancaster Sheriff's office....   They're selling
advertising, and sound like any other "Urban" station.  I
estimate the power at 20 to 30 watts ERP into a "Comet" 5/8-wave
vertical radiator about 30 feet above ground.
  I was hoping the operator was going to become bored, simply
fizzle and disappear, but he certainly has been persistent, not
unlike the 87.9 MHz pirate in the Hollywood Hills who has been
operating for quite some time!

  ....AND HERE'S ANOTHER PIRATE REPORT, FROM THURSDAY, MAY 6TH
  I've noticed for the past two days that both signals on 660
and 91.3 appeared to be off the air in Victorville.  The local
newspaper confirms it today.  The AM 660 station had a decent
signal on the west part of town, but it did get killed by power
lines while driving along 395.

  STATUS ON THE VICTORVILLE AND LANCASTER PIRATES, MAY 10TH
  I am happy to report that the pirate in Victorville has
finally shut down!  He has been off the air since early last
week, and 660 kHz and 91.3 MHz remain silent as of yesterday.
  The Lancaster pirate, however, remains on the air at 87.9
with interference to KCRY 88.1.

  E-MAIL SPAM IS "CB" ALL OVER AGAIN
  Remember the early days of CB radios?  They worked for a short
while, until everyone had a kilowatt power amp.  The Internet
reminds me of this - it was great until everyone starting using
up bandwidth with SPAM.  CB radios are still pretty much useless
today, just like e-mail viruses, SPAM and Junk e-mails.  So much
for high tech messaging!

  PI DISCOVERED ON MARS
  Mars rover Opportunity is on the rim of impact crater
Endurance and has discovered what resembles Martian graffiti
on a wall of the crater.  See

Better yet, open the "Large (198kB)" Burns image for an improved

  The first two letters of the graffiti look like "PI."  Maybe
PI means Private Investigator or Postal Inspector or Potomac
Instruments.  But to a mathematician, PI means 3.14159265...., the
ratio of the circumference of a circle to its diameter.  Could it
be that there are Martians and that they know about PI?
