  KABC AND OTHERS TAKE THE OFFENSIVE AGAINST JAIME BONILLA
  KABC-AM Radio, KGO-AM Radio and Owens One Company have
collectively launched a legal offensive against Jaime Bonilla
Valdez ("Jaime Bonilla"), looking toward the revocation of the
U.S. broadcast licenses and construction permit controlled by
Mr. Bonilla.
  Jaime Bonilla is intimately involved with XEKTT and two
other Tijuana-area AM broadcast stations that "have not been
coordinated as required under the applicable U.S.-Mexico treaty,
[and] are causing interference to an estimated 50 million U.S.
listeners who should be receiving interference-free service,"
according to the document.

  FORFEITURE WATCH - SELECTED ITEM
  The FCC has fined the licensee of WCER, Canton, Ohio, $11,000
for a variety of rule violations including failure to respond to
Commission communications; failure to maintain a copy of the EAS
handbook; failure to maintain a record of the dates of commencement
and termination of power determination by the indirect method;
failure to maintain a record of the efficiency factor F for each
mode of operation; failure to make available the record of the most
recent antenna impedance measurements; failure to monitor and
establish monitoring procedures and schedules to determine
compliance with operating power; failure to operate with power
not in excess of 105% of the authorized power; failure to operate
at times, or with modes or power, specified and made a part of the
license; and failure to maintain a written designation of the chief
operator.  Seems like a quantity discount was involved.

  EVERYONE CAN KEEP THEIR WIRELESS NUMBERS
  Beginning today, the ability of consumers to change their
wireless telephone providers and keep their numbers expands
to cover the entire U.S as FCC number portability rules take
effect in smaller markets, covering an additional 70 million
Americans.
  Last November, the FCC required wireless carriers in only
the 100 largest cities to start allowing customers to switch
and keep their numbers.  Over 3.5 million numbers have been
switched.  Just under 1% involved customers taking their landline
numbers to wireless carriers.  Doing the opposite, taking wireless
numbers to landline carriers, occurred in just 0.2% of the cases.

  FCC INSTALLS ANECHOIC CHAMBER
  Installation of a new RF Anechoic Measurement Chamber
in Columbia, Maryland is a step forward that will allow FCC
engineers to perform sophisticated measurements on consumer
radio devices such as cellphones, and on commercial devices
such as wall penetrating radars and wireless meter readers.
Anechoic chambers are designed to be free of RF echoes and
reverberations.

  BILL RUCK HIT BY A CAR IN ATHENS - IN CRITICAL CONDITION
  Some of you are acquainted with Bill Ruck, longtime b/c
engineer in the San Francisco area, member of SBE Chapter 40,
and chair of the Northern California Frequency Coordinating
Committee.
  Bill took a leave of absence from our firm (CSI
Telecommunications Consulting Engineers) to work as a contract
employee in Athens for the successor to Sony Video Systems at the
upcoming Olympic Games.  Today [May 22] I received the following
from his wife:
  I just got a call tonight that Bill was hit by a car while
  crossing the street in Athens.  He will be okay, they said, but
  he apparently has a broken hip, broken knee, some cracked ribs
  and other lesser stuff.  His roommate said that they were able
  to talk to him briefly.  He is currently in intensive care and
  will probably be there for 3-4 days, and in the hospital for
  about two weeks.  After that, it's not clear what's next....

  DON HOBSON
  Don Hobson, a well know San Diego radio broadcast engineer,
apparently passed away on August 1, 2003.  In response to CGC's
inquiry to confirm a rumor to that effect, Bob Boehme, now
retired from Bext Corporation where Don once worked, writes as
follows:
  "Yes, I did find him in the social security ("SS") file by his
SS number and he did pass away on that date.  He had come around
BEXT once to really say goodbye.  He had advanced cancer, so he
gathered his affairs together and said his goodbyes and
disappeared.  We were not aware of his passing until we started
searching and I was able to locate the notice in the SS files.
  "I knew Don well and we got along well together.  I also knew
of his past problems, but he seemed to have risen above them."
  [Don was a quiet but thoughtful individual with a wonderful
sense of humor.  He was an unusually competent engineer, and will
be missed.   -RG]

  BROADBAND RFI AND BLANKET INTERFERENCE
  I finally isolated the culprit causing broadband spread spectrum
RFI from 6 to 60 MHz that has been bugging me for months.  The
signal would pulse on about once per second, easily visible on my
HP 8568B spectrum analyzer when connected to my 20 meter yagi.  Of
course I heard it on my radio, but the extent of interference
across the spectrum was not known until I watched it on the
analyzer.  In the car, I could hear the pulsed transmissions for
several blocks.  It turned out that the villain in all of this was
my electric blanket.  So, next time you hear pulse-type RFI, check
your bedroom for "blanket" interference!
