  RULES ESTABLISHED FOR DIGITAL LPTV & TV TRANSLATOR STATIONS
  Licensees and permittees of LPTV, TV translator, and Class A
low power TV stations will be allowed to seek a digital companion
channel for their analog station operations.  A filing window for

  NHPA TOWERS COULD SOON BE APPROVED FASTER
  The FCC has announced that it has adopted measures to
streamline and tailor the review process for communications
towers and other Commission-licensed facilities under the
National Historic Preservation Act ("NHPA").  The Commission's
action - if approved by the Advisory Council on Historic
Preservation and the National Conference of State Historic
Preservation Officers - would be signed by the three agencies.

  VENTURE TECHNOLOGIES GROUP TENTATIVELY FINED $16,000
  The FCC has issued a Notice of Apparent Liability for
Forfeiture for $16,000 to Venture Technologies Group, LLC,
("Venture"), licensee of microwave stations WPNJ965, WPTM693,
WPTC301 and WNTR571 in Los Angeles, California.  Venture
reportedly moved their microwave transmitters approximately
two miles without first securing FCC authority to do so.
Uncoordinated moves can create serious interference problems.

  E-MAIL SERVER FAILURE
  CGC's Internet Service Provider has suffered another major
server failure.  For now, we can send e-mail but cannot receive
mail at the <rgonsett@ieee.org> address.  The problem began Sunday
and will hopefully be resolved by the close of business Tuesday.

  ARSON FIRE IMPACTS LOS ANGELES BROADCAST TRANSMITTER PLANT
  An apparent arson fire has impacted a Los Angeles area
radio broadcast transmitter plant.  The station has asked that
CGC not release any details until their own press release is
issued, should they elect to do so.
  It is not clear if the Los Angeles fire is in any way
related to the Pacific Northwest arsonist who is being blamed
for a total of 15 communications-property fires as reported
on the main BENX news page < http://benx.us > - scroll down to the
story entitled, "Portland/Vancouver Tower Arsonist Now Blamed
for 15 Fires."  The Benx story also includes a link to ATF-
provided video of a man climbing a fence at one of the fire
sites.

  UPDATE ON GROSSMONT COLLEGE'S APPARENT PIRATE ACTIVITIES
  CGC #649 reported that Grossmont College (San Diego County,
CA) had apparently become a pirate radio broadcaster on 89.1 MHz
since their station's signal was received a number of miles from
the campus and there was no evidence of an FCC permit for same.
Once these allegations were called to Grossmont's attention,
transmissions ceased on August 31, 2004 at 4:15 p.m. according to
a source at the college, and Grossmont's web site was modified to
remove all mention of the over-the-air operation and the
implication that the operation was integrated into the curriculum
of their Department of Media Communications.
  CGC was informed by a technical spokesman for the college's
Department of Media Communications that, "The only antenna - I'm
looking at it - is a quarter-wave with three radials."  The
spokesman indicated that it was a vertically polarized ground
plane antenna and claimed that when the station was operational,
the signal could hardly be heard at a distance of 400 feet from
the antenna, but he refused to identify the type of transmitter
used.
  Suspecting a coverup, CGC asked the governing board of Grossmont
College to investigate the incident.  On September 8, Dr.
Martinez, president of Grossmont College, informed CGC that the
governing board had been aware of the 89.1 MHz operation for some
time, but believed that only low-power license-free equipment was
employed.  He identified the transmitter as a Panaxis ACC100.
  The web page for the Panaxis ACC100 states that, "The
ACC100 is identical to our FMX transmitter, modified for FCC
Certification.  This includes internal reduction of output power
& the use of a fixed antenna length [a 20" wire antenna attached
to the unit itself].  Certification is void if antenna length
or power is increased or a connector is added."  See

  It is now apparent that Grossmont violated the FCC Part 15
Certification by connecting a quarter-wave ground plane antenna
to the Panaxis transmitter, but that still leaves open the
question as to why such a low power transmitter would be heard
miles from the campus - unless the power was also increased by
modifying the Panaxis, or by substituting another transmitter
for the Panaxis.
  Grossmont College is concerned about the incident and Dr.
Martinez indicated that the college planned to test the Panaxis
for Part 15 compliance.  He agreed to share the results with CGC.
If Grossmont continues to use an antenna that makes the
transmitter non-compliant, however, the college will be required
to go through all of the steps necessary to re-certify the
equipment before the FCC, so it will be interesting to see what
course of action Grossmont elects to take.

  The FCC has changed the appearance of Media Bureau
  Applications and Actions sheets, the very ones CGC has used
  for years to filter out and publish the local items you see
  below.  Problem is, the FCC has discontinued publishing a text
  ("txt") file with the data, and now publishes only a pdf file
  which is labor-intensive to dissect.
  CGC is working with the FCC to see if the problem can be
  conveniently resolved.
