  FCC PUBLISHES BPL REPORT & ORDER
  The FCC has published the details of its Access Broadband
over Power Line ("BPL") rules in this Report & Order ("R&O").
The 85-page document will take time to decipher, but should be
interesting reading for most engineers:

  Feel like a lot less technical talk?  Check the easy-to-read
article entitled "Power to the People" in the October 25, 2004
edition of Broadcasting & Cable magazine, page 29.  It was
written before the R&O was released, but shows the BPL field
from the power industry's points of view.

  One alternate point of view is that once the government gets
Americans thoroughly addicted to the Internet, their web viewing
habits and personal communications will be easy to monitor, and
the Web itself will become censored (China has done that already).

  CORRECTION
  CGC #655 reported that an AM station in the "Denver area" had
received an $8,000 fine for operating an aural STL transmitter on
the wrong frequency and at an unauthorized site.  In fact, the
station was located in Montrose, Colorado, the better part of 200
miles from Denver. (Thanks, Cris Alexander via BENX.)

                      LOCAL & REGIONAL NEWS

  FEEDBACK ON FRAUDULENT FORM 301 APPLICATIONS
  The FCC seems to have gotten on top of the fraudulent
Form 301 application problem mentioned in last week's CGC
Communicator newsletter.  All of the applications we identified
as "fraudulent" or "prime fraud suspects" a week ago were
promptly removed from the Commission's CDBS database, and the
Commission has prevented any more known-fabricated apps from
contaminating the CDBS files.
  Unfortunately, on Monday, Tuesday and Wednesday of last
week, even after the CDBS door was slammed shut, the Media Bureau
continued to announce each and every broadcast application that
rolled in its electronic front door - forgeries included.  So,
while one FCC department identified and eliminated fake apps,
another department kept publishing them in their daily
announcement sheets - the very sheets we use in compiling the
LOCAL ITEMS FROM THE FCC section of this newsletter.
  No problem.  This week, same as last week, we are publishing
all of the apps mentioned in the Media Bureau's daily app sheets.
The applications have been sorted into PROBABLY GENUINE and
PROBABLY FRAUDULENT categories by spot checking them against the
CDBS files.
  Note that no one has "hacked into" FCC computers to file the
false applications as some have implied; rather, the application
fabricator simply exploited a filing vulnerability that the
Commission is now working to correct.  One authoritative source
indicates that the Commission will soon issue a written statement
outlining new security features to thwart fraudulent filings.
  As far as we know - at least as of last Wednesday - the
fraudulent Form 301 applications have affected only southern
California broadcast stations - mostly TV - and that is a
curiosity all in itself.  It would have been just as easy for
the culprit to file false apps anywhere in the U.S.  Why just
southern Cal?  Is there a pattern to the madness?  Were certain
stations targeted and others included to obscure the targeting?

  By the way, Tom Koza and Rob Branch were the first to call
a fraudulent application to CGC's attention.  They called our
office on Friday, October 22, so they get the Gold Star!

  SCFCC CRANK CALL - A POSTING FROM THE MT. WILSON LIST SERVER
  I received an urgent phone message from "Mike (sic)
Fine at the SCFCC" from one of KROQ's phone operators at about
12:30 p.m., Saturday, October 23, 2004.  The operator said she
was told KROQ's "STL" was causing "spurious emissions" and
"interference to other users."  We were asked to shut off our
microwave link immediately.
  I got the message minutes later and called HOWARD FINE
directly who said the call was not from him and that he was
totally unaware of any interference issues.
  I'm sending this note to alert all of you there may be some
crank call activity trying to disrupt broadcasters.  If you have
had any such activity, please post a note to this list server.

  MAJOR OUTAGE AT KCBQ
  KCBQ(AM), San Diego, was off the air from 11 AM last
Tuesday until approximately 9 AM on Friday.  As many of you know,
Q is temporarily broadcasting from a drop-wire antenna at the KLSD
(KGB) transmitter site.  Arcing across a section of Phillystran
associated with the drop wire reportedly brought Q's transmissions
to a halt during the first big rain storm of the season.  Q
returned to the air as soon as the rain abated and repairs could
safely be made.

  THE MEXICAN AM IM PRODUCT ON 810 KHZ - IT'S BACK
  The 810 kHz third-order intermodulation ("IM") product
between XEKAM (950 kHz) and XEPRS (1090 kHz) is back again,
intermittently.  The problem was first reported in July in
CGC #639.  There, the mix was explained in mathematical terms,
and the location of the mix was tentatively identified as
XEKAM's new broadband Nautel solid state transmitter.
  An engineer familiar with the situation indicates that the
810 kHz spur is weaker than in the past.  He speculates that
XEKAM keeps trying to use its new Nautel, perhaps hoping that no
one will notice the spur.  One problem is that the mix contains
the audio of XEPRS.  That tarnishes the image of XEPRS which
apparently has no control over the situation.

  FCC DENIES "PERFECT FIT" CONFIDENTIALITY REQUEST
  Perfect Fit Industries ("PFI") produces electric mattress
warming pads that are implicated as significant sources of radio
frequency interference (RFI).  Specifically, the switching power
supplies associated with some of those pads produce "tic-tic-tic"
bursts of RFI at about one second intervals, even when the pads
are shut off.
  After the CGC Communicator broke the story on February 3, 2004,
the FCC's Enforcement Bureau weighed the evidence and issued PFI
a Letter of Inquiry ("LOI") on March 5, 2004.
  When PFI submitted its response, it requested confidential
treatment for "any and all information submitted in response" to
the LOI.  Now, the Commission has denied PFI's confidentiality
request in its entirety and has decided not to return any of the
written material that PFI had submitted.  It appears that PFI did
not follow the Commission's basic rules when making a
confidentiality request - rules PFI was specifically told about
in the LOI according to the Commission.

  Not liking the Commission's decision, Perfect Fit has filed an
Application for Review.

  A PRONOUNCING ONLINE DICTIONARY
  One of the tools used in compiling the CGC Communicator each
week is Merriam-Webster's OnLine Dictionary.  A neat feature of
their website is that it will pronounce words on your computer's
speakers - assuming your computer is suitably equipped.
  Look up a word at <http://www.m-w.com/>, like "fraudulent,"
then press the red speaker icon to hear the word pronounced.
The word "genuine" has two acceptable pronunciations, hence
two speaker icons.
