  QUALCOMM BECOMES A QUASI BROADCASTER
In 2003, Qualcomm purchased the rights to spectrum currently
occupied by UHF-TV channel 55 according to the latest BENX
newsletter. Now, Qualcomm plans to broadcast multiple channels
of high quality video and audio in that frequency band using
digital compression techniques.
Don't underestimate the potential long-term consequence of
this bold move. Cellphones will no longer be tethered to a
dedicated-circuit communications model. Now, selected broadcast
programs and clips will be available by the relatively inexpensive
broadcast model. This, of course, will elevate the importance of
cellphones in everyday lives.

  SBC INTRODUCES PROJECT LIGHTSPEED
SBC Communications plans to deploy fiber optics closer to
customers and build an advanced IP-based network capable of
delivering a rich array of integrated next-generation television,
data and voice services substantially beyond what is available
from today's telephone, cable or satellite TV providers. This
is major news, and some details are posted at:

WLFK-LP, WISCONSIN, ADMONISHED FOR BROADCASTING ADVERTISEMENTS
LPFM stations are prohibited from broadcasting advertisements
by Section 399B of the Communications Act of 1934, as amended, and
Section 73.503(d) of the Commission's rules. This hand-slap
(an admonishment but no fine) against WLFK-LP is a fair warning
to all LPFM stations not to broadcast commercial advertisements.

FCC RULE PARTS 2 AND 15 ARE FINE TUNED
FCC Parts 2 and 15 have been modified. Among other things,
the FCC has granted a request to permit Part 15 compliance
information statements for self-authorized equipment to be
provided in "alternative formats" as stipulated in:

FCC'S WEB SITE TAKES A SIESTA
Following a rash of mysterious out-of-sequence call sign
assignments in the Amateur Radio service, and an attempted
software fix that didn't solve the problem, the Commission took
various parts of its website (www.fcc.gov) down Friday night and
throughout the weekend. Hopefully the Amateur problems had
nothing to do with the outage.
On Saturday morning, we noticed that the entire FCC web site
was down, but by Sunday morning their home page was back up, and
pictures of individual Commissioners could be downloaded even
though other parts of their web system were dead.

  BPL ERRATUM ISSUED
The Commission has issued an Erratum modifying its BPL
Report and Order. (We do not ordinarily track errati, but this
proceeding should be of significant interest to the broadcast
industry and this is one erratum not to overlook.)

  SAN DIEGO'S NEWEST FM STATION
The Mexican 105.7 MHz station that was recently observed
testing with an unmodulated carrier now appears to be on the
air full time with Mexican music and a Spanish language format.
The station promotes itself as "San Diego 105.7 FM." See
CGC #646 for details.

  JOE TALBOT ROCKETS UPWARDS
Joe Talbot <joe@joetalbot.net> has been selected as the new
CE of KGO/KSFO/KMKY, San Francisco. He indicates that he'll miss
San Diego where he has lived for the past six years and has, on
occasion, worked with Craig Caston at KCBQ/KPRZ. Joe replaces
Bill Hickey, whom the station says relocated to Los Angeles to
work for Premiere Radio Networks.
  Congratulations Joe!

  AMATEUR RADIO CONTRIBUTIONS
A few of our readers have complained about our Amateur Radio
stories, perhaps not realizing how much hams have contributed and
continue to contribute to the state of the art. The following
web page prepared by Dave Finley of the National Radio Astronomy
Observatory in Socorro, New Mexico, provides a rich perspective
on some key amateur accomplishments:

  LASER COMMUNICATOR MODIFIED
For some years, ham radio operators have used red light beams
from over-the-counter laser pointer pens to create full duplex
audio circuits many miles long. One set of experiments, conducted
in June/July 2000 in San Diego County by Kerry Banke, N6IZW, was
reported in CGC #400. Now, Kerry has modified his receiving
equipment for "laser scatter mode" to cover non-line-of-sight
conditions.
Part of the modification includes extending the low frequency
response of his light detector to work down to 20-30 Hz. (In the
past, the low frequency response was always rolled off to reduce
60 Hz interference.) The current receiver front-end consists of
a 4" glass lens, a SFH-203 PIN detector and a K3PGP type MPF102
FET with no bias resistor.
Just for fun, Kerry took his modified receiver outside a few
nights ago and "listened" to the scintillations (twinkling) of
stars, and reports that the sound is like that of "wind going
over a microphone."
Kerry can be reached at mailto:kbanke@qcmail1.qualcomm.com.

RUNAWAY BOOM TRUCK CAUSES TOWER TO COLLAPSE
The latest tower collapse was caused by a runaway boom truck.
Said truck was awaiting repair on a hill overlooking the WMSK
AM&FM tower when the vehicle's brake apparently failed, and the
truck headed straight for one of the guy wire anchor points!

RADIOSOFT'S 90-FOOT OAK TREE IS HISTORY
RadioSoft's 90-foot-tall oak tree that often provided shelter
for their software training seminars has been foreshortened to a
14-foot remnant courtesy of Hurricane Charlie. The rest of the
tree is now 4-1/2 tons of lumber including the portion that
drilled through the roof of the company's building. Radiosoft
has relocated to Demorest, GA and their old building is up for
sale.
