  CATV SYSTEMS HAVE PUBLIC INSPECTION FILE OBLIGATIONS
  Cable television system operators are reminded that, pursuant
to Rule 76.1700, CATV systems are generally required to have a
public inspection file containing certain specific information.
CATV operators are reminded that failure to maintain a public
inspection file and make it available in accordance with the
rules may subject the operators to significant financial
penalties or other enforcement actions.

  FCC FORFEITURE WATCH - SELECTED ITEM
  Christian Voice of Central Ohio, Inc. is apparently liable
for a fine of $20,000 for broadcasting prohibited advertisements.
Moreover, the ads were aired over a substantial period of time:

  NEW MILITARY RADIO SYSTEM: TROUBLE FOR GARAGE DOOR OPENERS
  More than 100 military bases around the nation will soon
add a new radio system operating in the 390 MHz band, where 
spectrum will be shared with millions of garage door openers.
Pentagon sources say the system's adverse effects will primarily
be confined to garage doors located within 10 miles of a base,
although in some cases interference will be noticed much further.

  LANCASTER 87.9 MHZ PIRATE IS SILENT - FOR THE MOMENT
  Lancaster's 87.9 MHz pirate station, conveniently located
in a small business right across the street from a Sheriff's
office, has been curiously quiet over the past three weeks.
One indication is that the pirate has had one or more visits
from the FCC, followed by quiet periods, followed by late 
evening operations and some around-the-clock weekend stints.
  The Los Angeles FCC field office has always gone to great
lengths to get pirates off the air, but we are not convinced
that we have heard the last from this particular culprit.

  FEEDBACK ON THE FAILURE OF INTELSAT SATELLITE IA-7
  The failure of Intelsat Satellite IA-7 has caused a number
of folks to scramble.  It was a blessing in disguise that Cox
Cable (San Diego) had a steerable dish so they could quickly
restore lost channels.  Some StarBand customers using IA-7 for
high speed Internet access were not so lucky, however.  They
were offered low speed dial-up service as a consolation.

  BUSH ORDERS AGENCIES TO DEFINE SPECTRUM USE
  President Bush has issued a memorandum directing executive
departments and agencies to better manage their current and
future radio spectrum use. "Under the existing framework, the
federal government generally reviews every change in spectrum
use," Bush said in the memo. "This process is often slow and
inflexible, and can discourage the introduction of new
technologies."  This may finally reform the 6 month typical
wait for IRAC to approve some license applications in shared
government bands, according to one informed party.

  WIRELESS INVENTOR HAS HIS EYE ON WATCHING LOCAL TV FROM ANYWHERE
  A 57-year-old New York inventor, entrepreneur and amateur
radio operator who has spent a considerable amount of time living
and working in Moscow has found a way to satisfy his desire to
tune in local television programming wherever he can access a
broadband Internet connection.  Ken Schaffer, N2KS, is touting
his "TV2Me" as the wave of the future, and he hopes to turn
development over to a company that can lower the price to

  Just received the new power supplies from Perfect Fit
yesterday.  Plugged them in, switched them on and no RFI!  (On
the old units all you had to do is just plug them in and wham!).

  MOTOROLA PLANTS AN ENVIRONMENTAL SEED WITH THE SUNFLOWER PHONE
  Researchers for Motorola have created a polymer resembling
plastic that turns into soil when discarded, and can be fashioned
into a mobile phone cover containing a seed which will grow into
a sunflower when the phone is discarded.  Motorola has no
immediate plans to market the invention, which could reduce a
small amount of the pollution resulting from the millions of
cellphones discarded each year. (Reuters via New York Times)
