  COMMISSION CLARIFIES POLICY REGARDING MULTIPLE AUDIO
  STREAMS IN RADIO IBOC TRANSMISSIONS
  In short: Get an experimental authorization if you want to
experiment with multiple audio streams in IBOC transmissions.
Requests for experimental authority require only an informal
application, typically a letter, and no fee is needed.  FCC
staff usually approves requests to participate in this type
of experimental program within a week.

  If you're digging around for the phone number to call

be found, you'll soon be able to reach any one of the nation's

publication of the designation in the Federal Register.

  JAIME BONILLA'S CROSS-BORDER MICROWAVE APPLICATION IS DISMISSED
  A CGC Communicator reader discovered that Jaime Bonilla's
cross-border microwave application mentioned in CGC #677 and
posted at <http://tinyurl.com/4m8mr> has been dismissed by the
Commission.  Reason given by the FCC: "Pursuant to 47 CFR
1.1910(b), your application is dismissed for failure to make
payment on a delinquent debt."

  FACILITY ID NUMBERS 0, -1 and -2
  Facility ID number zero coughs up a list of curious U.S.
FM & TV broadcast listings without call signs.  Using -1 does
likewise for Canada, and -2 brings up Mexican surprises.
  Example A: Visit the FCC's FM Query search engine at
<http://www.fcc.gov/mb/audio/fmq.html>, insert -2 in the
Facility ID Number box, then hit the Submit Data button.
Note that the 105.7 MHz entry (apparently Mr. Bonilla's
FM station on Cerro Bola) has been elevated to Class C1
status.  That will be quite a power increase if true.  Click
on the blue line to the left of the Channel 289 number and the
coordinates of Cerro Bola should appear (32-18-51, 116-39-54).
  Example B: Visit the FCC's CDBS applications search engine at
<http://svartifoss2.fcc.gov/prod/cdbs/pubacc/prod/app_sear.htm>,
insert -2 in the Facility Identifier box, then hit the
Submit Application Search button.  On the resulting page, click
on the first blue "Info" word.  We now learn that, at least
in this record, the community of license for the 105.7 MHz
station is Matamoros Jaramillo, Baja California North ("BN").
(In other records, it is still shown as Tecate.)
  Example C: Visit <http://www.fccinfo.com/> and insert the
0, -1 or -2 Facility ID Numbers to go about searching from a
different perspective.
  Very curious items appear in the TV lists, like the 500W
STA on Channel 27 in Long Beach, CA.  No applicant name.  No
copy of the application or authorization available.  Obviously,
you could spend a bit of enjoyable time doing research with
the "0,-1,-2 discovery."  Have fun!

  At high noon not long ago, San Francisco Mayor Gavin Newsom
announced that "This is a test of the outdoor warning system!"
and his voice was heard throughout the city as his message boomed
out of 65 giant speakers.  No need for broadcast stations when
you've got speakers.  The new system provides a means of alerting
the public to whatever bad might be happening or about to happen.

  PHONE CALLS SHIFTING FROM LANDLINE TO INTERNET
  At present, only about 1 million of the nation's 111
million households subscribe to Internet telephone service,
but telecommunications analysts say that number will swell
to 12 million within four years.  The Baby Bells are quickly
adapting to Voice over Internet Protocol (VoIP), and SBC's
John Britton says the transition is inevitable.

  The vice chairman of the Public Safety Committee for
Santa Fe, N.M., Mr. Michael Trujillo, supported and promoted
the city's adoption three years ago of a ban on the use of all
but hands-free cellphones while driving.  Now, he has turned
against the law he was instrumental in passing after realizing
that a free hand has the potential to increase, not decrease,
