  SAN DIEGO BPL PROGRAM READY TO ROLL
  According to Terry Snow of San Diego Gas & Electric Company
("SDG&E"), the "contract for the first SDG&E BPL technology trial
has been signed" and the kick-off meeting for the working group
of participants will take place on Friday, July 22, from 10 AM
to 1 PM.
  SDG&E is planning to conduct the initial baseline RFI
background tests on Wednesday, July 27th.  Official participants
may bring their own test equipment.
  SDG&E says they have formed the working group "as a forum
for communicating with public safety agencies and other critical
radio users in our community....  If you know of someone in the
local Telecom community that could have a valid interest in
joining us, please provide me with their contact information."

  IBOC COMMENTS FLOOD INTO FCC
  The deadline for filing IBOC Comments with the FCC was
Monday, July 18, as mentioned earlier in the CGC Communicator.
Thankfully, comments have been flooding in, and there are
almost 900 available via the following web address.  The address
is a bit humorous because "dx" is what you won't get with IBOC,
with all the noise generated by the FM and especially the AM
sidebands.  Reply Comments are due August 17, 2005.
  As said earlier, we are a bit concerned that the record
is being closed so soon, before more stations have had an
opportunity to experience the effects of IBOC firsthand.  Seems
like broadcasters either need an extension of time for filing
comments, or a future comment window needs to be opened. After
all, the de facto Beta Test of IBOC technology is just getting
started.

  NEW TOWER STANDARD TO TAKE EFFECT JANUARY 1, 2006
  Design standards for broadcast and communications towers have
been updated with their biggest revisions, some say, since their
inception in 1949.  The new standard is known as TIA/EIA 222-G
and officially takes effect on 1/1/06.  Reports indicate that if
you add any loading to your existing tower, the structure must be
reanalyzed and comply with the new standard which is described
below:

  SAN DIEGO COUNTY'S CELLULAR TOWER ORDINANCE SHOT DOWN
  San Diego County's controversial tower siting ordinance
had a bad day in court recently when a U.S. District Court
Judge found the regulations unreasonable and restrictive.  The
legal action was spearheaded by Sprint Wireless, arguing that
the ordinance violated provisions of the 1996 Telecommunications
Act.
