  MT. WILSON 16KV UPGRADE COMPLETED - JOB WELL DONE!
  The Mt. Wilson electric power feeds have now been converted
from 4kV to 16kV in an upgrade that will hopefully last another
30-40 years.  Special thanks to Fox Broadcasting who so generously
let Southern California Edison (SCE) park their mobile substation
right below the Fox building while the conversion took place.
  The next item for the electric company is to "rebuild and
reinforce the 16kV line that comes up the 'front' side of the
mountain from the Altadena area" according to SCE's Scott Lacy.

environmental concerns involved with that project.
  Roger Yoakum, CE of KOCE-TV/DT, has taken the opportunity
to thank Scott on behalf of all Mt. Wilson broadcasters for the
very professional manner in which the power upgrades were

  FCC FORFEITURE WATCH - SELECTED ITEM
  The FCC has fined Gilmore Broadcasting Corporation, licensee
of satellite earth station E950187, Evansville, Indiana, $4,000
for operating the station without Commission authority and for
failing to timely file a renewal application.  See the URL below.
  Rick Hunt adds that satellite uplink licenses are easy to
forget about, so this case and others like it serve as good
reminders for us to pay close attention to that detail.  Rick
adds:
  "At Entravision, I missed the 30 days prior to expiration
renewal application deadline but applied before the license
expired and requested a waiver for the application notice.
It was granted as a non-issue."

  HD RADIO "CONVERTERS" NEXT
  According to Radio Currents Online, the HD Digital Radio
Alliance is working to release an HD Radio converter that can
be added to existing car stereos to receive HD Radio signals.
The alliance hopes to release the converter boxes in November
and, through promotional offers, may "almost give them away."
  The HD converter reminds us of the Gonset FM tuner for
cars and trucks in the late 50s.  The Gonset 3311 was the
"first commercially available car FM converter" according to
somerset.net and used near-instant-on "space charge" vacuum
tubes that required only 12VDC for the B+ supply -- pretty
revolutionary stuff at the time.

  LATEST TESTS OF AIRSHIPS AS COMMUNICATIONS PLATFORMS
  Companies in California and Arizona are pressing ahead
with plans to launch airships capable of providing high-speed
broadband and cellular service to huge swaths of the nation,
including hard-to-reach, unserved areas such as the bottom of
the Grand Canyon.  Edwards Air Force Base figures prominently
as a launch site in local testing plans.
  Palmdale-based Sanswire Networks LLC is building a prototype
airship designed to operate at an altitude of 65,000 feet, while
Space Data of Arizona will test the concept of using technology-
laden weather balloons, also at high altitude.
  Of course, the beauty of good old earth-based towers is that
radio frequencies can be reused because VHF (and up) signals are
rapidly attenuated once they hit the radio horizon.  This means
that a given set of frequencies in Market A can be reused in
Market B.
  That luxury will not be extended to super high elevation
communications platforms meaning that spectrum assignments for
those birds are going to be tricky.

  RE: SAMSUNG PATENT APPLICATION TO USE IONOSPHERE IN NEW MODE
  The points in the patent brief [CGC #756] sound much like
the HARP project in Alaska.  This uses multiple HF signals at
huge ERP to heat the ionosphere, producing various effects for
physics research.  However, one of the side effects not much
discussed outside of classified circles is the ability to use
the heating to generate VLF signals of great interest to the
USN for sub communication worldwide.
  It is notable that the USN ELF system in Michigan appears
to have gone inactive, coincident with full activation of HARP.
Having had some involvement with HARP, I can say that the degree
of redundancy is awesome for a reseach program!  There is also
anecdotal information that some really impressive pre-HARP
experiments were carried out here at the Greenville VOA sites
using their superpower resources (try 57 dBK ERP from one
antenna alone) during the '70s.
