  FCC ISSUES ANOTHER RULE-DEFYING STA
  On Jan. 31, 2007, the FCC issued an STA to Our Three
Sons Broadcasting, licensee of WRHI(AM), Rock Hill, SC.
The STA permits the AM station to rebroadcast its signal
on FM translator W232AX.  The problem is that cross-band
translation is not permitted by the FCC's Rules although
some would like to see that situation changed.  Read more

  THE AM-ON-FM SNOWBALL IS ROLLING, AND GROWING
  Tennessee AM station WGNS, like WRHI, has been permitted
to expand its reach by being rebroadcast on FM - and on two
frequencies yet (100.5 and 101.9 MHz).  WGNS reportedly found
a powerful ally in FCC Commissioner Deborah Taylor-Tate.

  FCC FORFEITURE WATCH - SELECTED ITEM
  Mobile Relay Associates, licensee of WPPF233, La Crescenta,
CA, is tentatively fined $4,000 for running too much power on
150.8825 MHz.  The Mt. Lukens station is allowed 9 watts ERP
but was found to be running a calculated 184 watts ERP.

  LOCAL FCC ENFORCEMENT ACTION: KFMB-TV
  KFMB-TV, San Diego, reportedly failed to make accessible
to persons with hearing disabilities emergency information that
it provided aurally in its programming during wildfire news
coverage of October 2003.  This Consent Decree shows what

  A PIRATE IS A PIRATE AND CANNOT BECOME A LPFM BROADCASTER
  In CGC #782, a broadcast engineer maintained that "a law
passed by Congress prohibit[s] former Pirates from ever getting
a [LPFM] license so the FCC action [in the Goldfield, NV case]
was illegal."  CGC #780, lead story.
  In CGC #782, a broadcast attorney/engineer stated that this
interpretation was wrong, and that only pirates who were warned
to cease operation and then refused to do so - or resumed
unlicensed operation after a period of cessation - could not
become LPFM broadcasters.
  Now, the first party responds by saying, "That attorney needs
to go back and review the law.  Rule 73.854 was later changed in
response to Congressional action to say that any pirate operation
makes the applicant ineligible for a permit or license."  Here

  COMMENT ON "ALL NEW TVs MUST DECODE DTV"
  CGC #781 reported that as of March 1, 2007, all new TV
sets (and VCR type devices) sold in the U.S. must contain a
tuner capable of receiving DTV broadcasts.
  One CGC Communicator reader points out retailers can still
sell stock on-hand of old-style (NTSC) TVs and TV recording
devices.  What changed on March 1, 2007 was that new equipment
"shipped in interstate commerce or imported" must now be capable
of DTV reception (FCC Rule is 15.117(i)).

  RADIO WORLD ITEM OF INTEREST
  Radio World recently implied that High Definition Expanded
radio ("HDE") by Compress Technologies was something to watch,
and we mentioned the article in CGC #781.  Now, Derek Kumar has
written a blistering response about what he claims is a dubious
technology that "was debunked years ago by Phil Karn of Qualcomm,
among others."

  Lyle Henry, our local SCA expert, is equally critical on
the HDE approach.  On the other hand, about another technology
called FMeXtra, Lyle says, "This is real and works.  I have
installed it on some 20 stations then driven away to observe
the coverage.  Radios are now available."

  AURAL TRANSMITTER SHOOTS OFF FREQUENCY 46 KHZ
  Occasionally even the best of broadcast transmitters will
suddenly start operating on an unassigned frequency.  Such was
the case recently when a stable NTSC aural TV transmitter in
southern California shot off frequency by 46 kHz, as discovered
by CGC's frequency measuring service.  In this case, the FCC
allows only 1 kHz of deviation from the assigned frequency, so
the 46 kHz error was a potentially serious matter.
  As the station's engineer put it, "If all fixes were this
easy, I'd be out of a job.  Turns out that the AFC on the aural
exciter was switched off....  It's possible that [the switch]
might have been bumped by one of us, or possibly the fellow who
does the janitorial maintenance."
  Funny story.  Unusually easy fix.  Murphy lives.

  SATURN ECLIPES THE SUN
  On September 15, 2006, Saturn shielded the Cassini spacecraft
from the Sun, revealing two previously unknown rings as shown in
this stunning image.  The image was created by combining 165
smaller images acquired as the spacecraft drifted in the darkness
of Saturn's shadow for about 12 hours.  Color was created by
digitally compositing ultraviolet, infrared, and clear filter
images with adjustments to resemble natural color.  (The
