  WHAT CONSTITUTES MATERIAL DEGRADATION TO A DTV SIGNAL?
  Below we have the full text (the Second Further Notice of
Proposed Rulemaking) in the FCC proceeding to ensure that all
cable customers receive programming after the DTV transition
occurs.  The question of whether the FCC should move from a
subjective to an objective measure for what constitutes material
degradation of an incoming DTV signal by a cable system is also
launched.  As Commissioner Copps put it, "The only issue is
how to measure it."  And what a giant issue it is.

  LABELING OF ANALOG-ONLY TV RECEIVERS
  "In light of the fixed deadline - February 17, 2009 -
established for the end of analog television broadcasting, we
[the FCC] now conclude that it is necessary and appropriate to
require retailers to provide consumers with information regarding
this transition date at the point of sale.  Specifically, we will
require sellers of television receiving equipment that does not
include a digital tuner to disclose at the point-of-sale that such
devices include only an analog tuner and therefore will require a
converter box to receive over-the-air broadcast television after
February 17, 2009."

  FCC ENDS RECEIVER IMMUNITY PERFORMANCE SPECS PROCEEDING
  The Commission did not act on the information it gathered
from its March 2003 Notice of Inquiry on establishing receiver
immunity (from interference) performance specifications, so the
FCC has declared the record outdated and closed the proceeding.

  EXPERIMENTAL GRANTS OF INTEREST
  Testing is getting underway in the 700 MHz band to be
vacated by TV Channels 52-69 in February 2009.  Here are two
recent Experimental Grants that are jumping on the 700 MHz
bandwagon:
  o  WE2XBL (Motorola) to operate in 764-776 MHz, 794-806 MHz,
  806-821 MHz and 851-866 MHz for testing and demonstrating
  prototype equipment designed for public safety.  Mobile:
  Magna, UT.
  o  WE2XBK (Office of the Chief Technology Officer, District
  of Columbia government) to operate in 770.625-771.875 MHz and
  800.625-801.875 MHz for testing a regional wireless broadband
  network for public safety.  Mobile within the geographic
  boundaries of Washington, DC.

  I just called AudioLab/RF Systems.  The gentleman there
explained that Bob Stofan, W6PKU, passed away about 2 months
ago.  He says that Bob's wife, Helen, will be moving to a smaller
home and therefore they are selling off all of Bob's stuff.

  BROADCASTERS JOINTLY FILE TO MODIFY AM MONITORING RULES
  Nineteen broadcasters and ten consulting engineering firms
have pooled their efforts to modify portions of the FCC Rules
to allow AM stations to use computer modeling instead of field

  RON THOMPSON HAS MOVED TO KUSC(FM)
  Ron Thompson has moved to Classical KUSC in Los Angeles,
91.5 MHz, and his new edress is rthompson (at) kusc.org.
Ron had been Chief Engineer at KKJZ, 88.1 MHz, Long Beach for
aeons.  His new title is Director of Engineering and Operations
at KUSC.  Congratulations Ron!

  CBS AND CLEAR CHANNEL PARTNER ON SOLEDAD ANTENNA PROJECT
  A new ERI multiplexed FM antenna on KGTV's Mt. Soledad site
is open for business and radiating.  John Rigg, San Diego market
Director of Engineering for Clear Channel Communications, says
that his stations KMYI, 94.1 MHz; KIOZ, 105.3 MHz; and CBS
Radio's KSCF, 103.7 MHz; have been on the four-port system
