  FCC FORFEITURE WATCH - SELECTED ITEM
  FCC enforcement agents have returned to inspect retail stores
to determine whether TV set buyers are being properly warned that
sets with analog-only tuners connected to TV antennas will be
pretty much useless come February 17, 2009.  Several retailers
and chain stores have been cited (again) for this rule violation,
including Radio Shack, with fines in the $8,000 to $24,000 range
this time around.

  (Editor's Note: FCC Enforcement Bureau personnel are
busy tutoring senior citizens and others on the upcoming DTV
transition, so their availability to solve real world interference
problems is somewhat limited at this time.)

  BOB WELLER TRANSITIONS BACK TO THE FCC TO HEAD-UP RFR
  Bob Weller, a well known consulting radio engineer at
Hammett & Edison, has accepted a position with the FCC in
Washington, D.C.  His official title will be Physical Scientist,
but he will reportedly be taking Bob Cleveland's position and
heading up the Commission's RF Safety Office that deals with
human exposure to RF radiation (RFR) issues.
  Bob Cleveland retired on April 27, 2007 after 26 years at
the FCC according to Microwave News.  Bob Weller, his replacement,
writes, "My new job will actually be a home-coming for me, since
I worked for the FCC from 1984 until 1993, including several
years in Washington."  He starts work November 5, 2007.

  MORE COPPER THEFT, THIS TIME NEAR SANTA BARBARA
  I wanted to give [your readers] a heads up on an incident
that happened sometime during the evening of October 16-17th.
Thieves cut the lock to the KPMR-TV transmitter compound and
hauled off approx. 150 feet each of 3" and [another] transmission
line which were coiled up on the ground well inside the compound.
Nothing else was touched, not even two emergency antennas that
were also at the back of the building.
  They dragged the lines out to the front of the road and cut
them up into about six foot sections for hauling away.  Santa
Barbara Sheriffs Office said that this is becoming more popular
and even attempts have been made to get live large power cables.
Several months ago, someone entered the compound and ripped off
the doors to the electrical service panels next to the building
and stopped just short of going across the main feeder lines....
  (The television CE who issued this letter has approved the
contents for publication, but we have yet to clear his name and
contact info for publication.  -Ed.)

  HD RADIO AUDIO TIMING CHART
  For HD radio stations, the analog and digital (HD-1) audio
streams should be precisely time aligned so blending between
the two streams (when this occurs) will be seamless.  All is
not well, however, in the greater Los Angeles/San Diego area.
  Brian Beezley has taken a close look at many HD radio
stations and has published the results of his analog/digital
synchronization measurements on the Web.  Some stations have
dramatically improved their timings since his data first
appeared earlier this month, but ten stations had 180 degree
out-of-phase analog/digital audio (which is really bad news)
when this issue of the CGC Communicator went to press.  See
