  LPFM RULE CHANGES - THE DETAILS
  The FCC has released the details on its just-adopted rule
changes for the Low Power FM (LPFM) Radio Service.  Details
on the LPFM Second Further Notice of Proposed Rulemaking -
looking toward more changes yet - are included in the same
document.
  The bottom line is that the fringe listeners of FM
stations are likely to become an endangered species over time.
If HD Radio IBOC (In Band Off Channel) sidebands don't kill
your distant audience, LPFMs will.

  DTV CONVERTER BOXES ARE ON THE WAY
  The NTIA has given the go-ahead for a mid-February sales
launch of DTV converter boxes at eight retail giants, including
Best Buy, Circuit City, Kmart and Wal-Mart, and more than 100
electronics specialty shops.  Beginning Jan. 1, consumers who
rely on an antenna to receive their TV signals can receive two
DTV coupons worth $40 each toward the purchase of converter
boxes, according to acting NTIA administrator Meredith
Attwell Baker.

  FCC ENFORCEMENT WATCH - SELECTED ITEMS
  o  Broadcast Microwave Services, Inc. ("BMS") of Poway, CA
has agreed to make a voluntary contribution of $5,000 to the
U.S. Treasury and has agreed to other terms in connection with
the FCC's investigation into whether BMS manufactured, imported,
marketed, leased and/or sold certain 4.9 GHz equipment in
violation of FCC Rules.
  o  KZEY(AM), Tyler, Texas, has been fined $11,000 for public
inspection file violations and operating the station in an omni-
directional mode when the FCC authorization required that the
station be operated in a two tower directional mode.  Station
personnel stated that the station had been operating omni-
directionally for more than a year.

  125 YEARS OF ELECTRIC LIGHTS LOCALLY - THE END OF DC POWER IN NY
  Electric lights have only been with us in southern California
for 125 years.  That's pretty amazing.  The location of the first
bulb: Etiwanda, about 12 miles west of San Bernardino.
  New York's Consolidated Edison has just ended 125 years of
providing direct current electricity service -- service that began
when Thomas Edison opened his power station on Sept. 4, 1882.
Turns out that a dwindling number of old buildings still need DC
for elevators and other equipment, and those buildings now have

  THE MIRA LOMA LPFM APPLICATION
  Iglesia Apostolica Ministerios Hispanos has filed a Class A
Educational FM application for Mira Loma, CA for 100 kW ERP on
88.9 MHz (FM Channel 205).  Someone should inform the applicant
that 50 kW ERP is the maximum in our Class B zone, that 6 kW is
the maximum for a Class A station, that FM Channel 205 is not
to be confused with Channel 213 (the applicant does that in
Exhibits 15, 20 & 21) and, finally, that there is a little thing
called prohibited contour overlap that must be studied and
honored.  The applicant has clearly applied for a non-D antenna
(in response to Engineering Question 12) yet in Exhibit 18 it
is implied that a directional antenna will be used "with a
directional 15db facing with the major lobe 275."
  One astute engineer provided us with a screen shot showing
that the initial power request was for an astounding 2,150 kW
ERP.  That was recently amended to a mere - but still excessive
- 100 kW ERP.  The same person notes that, "There are two
[applications] in Florida like this and one in Rhode Island.
You can imagine what this does to resolving normal MX
[conflicting application] situations."

but to show what happens when enthusiasm gets way ahead of
knowledge.  This application has a detrimental effect on others.
