  WORRISOME WRINKLES IN THE DTV TRANSITION
  Some analog-TV viewers who have installed DTV converters
are reporting problems getting a reliable picture or are not
receiving as many channels as before.  (Engineers foresaw the
multipath problem and urged the U.S. to consider OFDM instead
of 8-VSB modulation, but there was never any serious effort
to test OFDM.)

  FCC LIFTS FREEZE ON DTV MAXIMIZATION & CHANNEL SUBSTITUTION
  APPLICATIONS
  On August 3, 2004, the Media Bureau imposed a freeze on
requests from full power and Class A television stations to
maximize facilities or change DTV channels.  The freeze provided
a stable database during the channel election process....  That
freeze is now lifted, effective immediately.

  HANDS-FREE CELLULAR LAW MAY INDEED IMPACT TWO-WAY RADIO USERS
  There has been a turn of events by the California Department
of Motor Vehicles (DMV).  The FAQs published by DMV have been
modified and moved on the Web.  The text now says nothing about
an exclusion for two-way radio users except for specific unusual
cases.  Bottom line: California drivers can no longer point to
the old DMV FAQs to help get them off the hook if caught using
a two-way radio on or after July 1, 2008.

  CANADA AND MEXICO NOT SWITCHING TO ALL-DTV FOR YEARS
  A while back I asked if Canada was going digital on
their TV.  I found out finally not 'till 2011.  So they are
still broadcasting in analog until then.  This affects us who
live near the northern boarder.  Just thought you'd find that
interesting.  And Mexico is scheduled to go Digital in 2022,
or so they say now anyway.

  POTENTIAL 1010 KHZ PIRATE AT CHAFFEY COLLEGE/RANCHO CUCAMONGA
  According to the San Bernardino Sun, Chaffey College in
Rancho Cucamonga, CA, has been operating an AM radio station
on 1010 kHz using a 30-watt transmitter.  According to the
college (when contacted by CGC), the station is unlicensed and
the signal is heard five miles away.  A faculty member involved
with the station has not answered CGC's questions concerning the
antenna system and (more importantly) compliance with the field
strength requirements of FCC Rule 15.221.  However, the
station has reportedly gone dark for the summer.
  Broadcast engineers who frequent Rancho Cucamonga are
encouraged to monitor the AM broadcast band for any sign of
this station returning to the air.  If a signal is detected,
please notify <r.gonsett@ieee.org>.  We had been hoping to resolve
this case without the intervention of the FCC or any embarrassment
