UPCOMING OPEN FCC MEETING, ITEMS OF INTEREST
The FCC is scheduled to consider several items of interest
at its open meeting on Friday, August 22, 2008, including:
o "Notice of Proposed Rulemaking and Order regarding
the operation of broadcast low power auxiliary stations
(including wireless microphones) within the 700 MHz Band," and
o "Carriage of Digital Television Broadcast Signals -
An Amendment to Part 76 of the Commission's Rules, Fourth
Report & Order."

  NEWS BRIEFS
o FCC orders Comcast to end "discriminatory network
management practices." In so doing, the FCC says it has
affirmed its authority to protect a vibrant and open Internet:

o Here is a news story on the approved Senate bill allowing
analog TV broadcasts near Mexico to continue for an additional
four years -- if the plan is adopted into law:

o LoJack gains flexibility in its use of 173.075 MHz:
  http://hraunfoss.fcc.gov/edocs_public/attachmatch/FCC-08-186A1.doc
o Charges won't be filed against two FCC agents who allegedly
told police they were with the Tennessee Bureau of Investigation
Meth Task Force, thereby impersonating officers:

FCC FORFEITURE WATCH - SELECTED ITEMS
o Here are the FCC's details (long report) on the sanctions
against XM and Sirius Satellite for various FCC rule violations
  including marketing overpowered FM modulators:

o Unfortunately, many of the overpowered Sirius FM
modulators will probably be with us for a long time. This
  short story explains why:
  http://www.rbr.com/radio/sirius_offers_to_fix_overpowered_radios.html
o FM translator station K238AK, Palm Desert, CA, has
tentatively been fined $4,000 for transmitting RF spurious
emissions including some spurs in the aviation band:

LONG BEACH 1500 KHZ PIRATE VISITED BY FCC
On July 8, 2008, CGC #843 reported "a likely Long Beach
pirate" operating on 1500 kHz and asked, "Who will be the first
to track this presumed pirate down?"
We now learn that on July 9, 2008, the FCC traced the signals
to a residence in Long Beach. Field strength measurements showed
excessive fields. According to the FCC, "The Commission's records
show that no license was issued for operation of a broadcast
station at this location...."
The name of the presumed pirate is Corey A. Campbell and a
full copy of the FCC's Notice of Unlicensed Operation appears
at the URL below. We understand that the unauthorized station is
now off the air. Thanks to the Los Angeles FCC field office for
being very responsive.

******************************************************************
ON THE TELEGRAPH FIRE NEAR MARIPOSA
Rick McMillion, K6SIX, reports that the Telegraph Fire
near Mariposa affected several FM stations; all went off the air
initially when commercial power was cut to protect firefighters.
Rick adds:
"All of the radio stations and other electronic equipment
survived the fire, thanks to some hard work by Cal Fire, and at
least one DC-10 borate bomber. The fire on Mt Bullion was within
100 feet of some of the buildings and towers.
"Most of the radio stations ran for several days on backup
generators, but there were some problems with heat, because backup
generators did not power building A/C units, and building vent
fans had failed sometime previously. One station's generator
failed because fuel apparently ran out."

NRSC VOTED TO "HOLD COMMENT" ON THE IBOC +10 DB PROPOSAL
Reference your IBOC +10 dB power increase article (CGC #848),
you should let NRSC off the hook. While there were those on the
committee who participated in some testing, the committee as a
whole was unaware of these tests. The testing was brought to
their attention at the NRSC April meeting and they voted to study
the information and hold comment on the +10 dB proposal.

BROADCAST TV TO DOMINATE IN AD DOLLARS
It appears that this year will mark the first time in history
that broadcast TV will generate more ad dollars than newspapers,
making TV the number one advertising medium. However, just three
years from now, the Internet is predicted to eclipse both TV and
newspapers. Internet advertising is growing at about 19%/year,
while broadcast TV is growing at a 2.6% rate and newspapers are
contracting at a 2.8% rate.

THE KFI(AM) TOWER REACHES MAXIMUM HEIGHT
Well placed sources indicate that the replacement main
KFI broadcast tower reached its maximum height on August 6, 2008
at 9:20 AM. Only the horizontal "top hat" (the capacitive loading
hat) remained to be built at that time. The tower should be
completed today since the crew plans to be in Texas on Monday.
As an historical note, the KFI tower collapsed on December 19,
2004 after being struck by a small private plane. One of the
comments at the time was that, "Getting permits to install a new
750' tower may be challenging" (CGC #664). Ultimately, of course,
the new tower height was reduced a bit to ameliorate some of the
concerns of aircraft pilots and others.
The latest photos of the reconstructed KFI tower are located
here (click on the thumbnails for enlargements -- additional
photos are being uploaded as we go to press):
