  EDITORIAL
  When FM stereo was introduced, there was no need to mandate
stereo receivers in the marketplace.  Quite the contrary.  Stereo
was so popular that it spread like wildfire in a free market
environment even though it did not have the coverage footprint
of monaural.
  HD Radio, if wanted by consumers, need only follow the same
free market model.  The FCC need not, and should not, mandate
that HD Radios be included in other types of radio receivers.

  NON-STANDARD SAN DIEGO EAS TEST SCHEDULED
  The September Required Monthly Test [for the San Diego
operational area] will run on a non-standard date and time.  The
test is being coordinated with a statewide Tsunami test and will
originate on Wednesday, September 24, at approximately 10:15 a.m.
  Be sure to run a Weekly Test the first week of September to
replace the RMT that would usually run during this time period.

  METAL THEFT ABOUNDS -- ONE COMMUNICATIONS SITE GUTTED
  An unattended communications site in southern California
was ransacked recently.  Not only was communications equipment
stolen, even the steel doors to the building were cut off and
pilfered.  But wait, there's more.  All four communications
towers (although only 25-35' tall) were taken along with the
coax and antennas, and the utility company's power transformers
running up the hill were stolen.  In short, the facility was
totally gutted.
  In other news, copper theft continues in force with a cell
site in Temple City hit at the end of July.  The message here:
Beware of a thief posing as an equipment servicemen.  The
culprit was seen by at least one witness.  In yet another
